Background

During Routine Proceedings, Mr. Pinard (President of the Privy Council) moved, "That the House do now proceed to Orders of the Day." The Speaker put the question and a recorded division was demanded. When the division bells were still ringing at 6:00 p.m., the ordinary time of adjournment, the Speaker made a ruling.
