Mr. Reynolds (Burnaby—Richmond—Delta) sought leave to move the adjournment of the House, under the provisions of Standing Order 26, in order to debate the possible need for new legislation to abolish or restrict the royal prerogative to commute capital punishment when there has been no recommendation for mercy.
