Adjournment Motion Proposed under Standing Order 26 / Application Accepted

Urgent issue

Journals p. 450

Debates pp. 4863-4

Background

Mr. Lambert (Bellechasse) sought leave to move the adjournment of the House, under the provisions of Standing Order 26, in order to discuss the longshoremen's strike affecting the ports of Montreal, Trois-Rivieres and Quebec City. An earlier request, made April 9, had been turned down by the Speaker in the expectation that the situation might change. However, it had not and, moreover, Mr. La Salle (Joliette) also asked leave to discuss the issue before the Speaker announced his decision.

Issue

Does the application satisfy the provisions of Standing Order 26?

Decision

The application is accepted.

Reasons given by the Speaker

In view of the fact that this serious situation has not changed during the week since the first request was made and that it is now supported by another Member's request as well, the Chair feels that the problem qualifies as one deserving the special attention of the House, pursuant to Standing Order 26.
