M-561 Omnibus budget implementation bills

Motion Text
That, in the opinion of the House: (a) the introduction of omnibus budget implementation bills is undemocratic, does not give Parliament enough time for review, and prevents Members from fulfilling their parliamentary responsibility to their constituents; (b) any omnibus budget implementation bill that proposes substantial amendments should be divided among the appropriate committees; and (c) omnibus budget implementation bills should be studied exclusively by the Standing Committee on Finance only if the proposed amendments are minor, technical or corrective.
