Background
Mr. Bockstael (St. Boniface) having requested the unanimous consent of the House to move a motion under the provisions of Standing Order 43, Mr. Nielsen (Yukon) rose on a point of order to argue that as a Parliamentary Secretary, Mr. Bockstael could not move a motion of this kind any more than he could put questions during Question Period. The Speaker ruled immediately.

Reasons given by the Speaker
Under Standing Order 15(2), any Member who is not a Minister of the Crown may move such a motion. That is the only limitation placed on Standing Order 43, and there are many precedents indicating that Parliamentary Secretaries may move such motions.
