M-121 Credit worthiness

That, in the opinion of the House, the government should conduct a nation-wide study of the impact of the use of the 32% debt-to-income rule on access to mortgages by people with low incomes in order to assess if this ratio leads to discrimination and, if so, to urge financial institutions to develop non-discriminatory methods of assessing credit worthiness.
