The Standing Committee on Health met at 9:12 o'clock a.m. this day, in Room 308, West Block, the Chair, Roger Simmons, presiding.
Members of the Committee present: Herb Dhaliwal, Antoine Dubé, Bonnie Hickey, Grant Hill, Keith Martin, John Murphy, Pauline Picard, Andy Scott, Paul Szabo and Joseph Volpe.
In attendance: From the Research Branch of the Library of Parliament: Claude Blanchette and Nancy Miller Chenier, Research Officers.
The debate resumed on motion of Herb Dhaliwal, - That the Minister of Health consider the opportunity to recommend, at the report stage, an amendment or amendments to Bill C-71 which would be considered transitional provisions temporarily applying to sponsorship, after the coming into force of the Act, and that the president report this recommendation to the House.

Keith Martin moved, - That the Committee recommend to the Health Minister to consider the opportunity to reinstate the tax on tobacco products to the level it was prior to January 1994.
After debate, the motion was rejected.
Pursuant to Standing Order 108(2), the Committee resumed its consideration of a study on Preventive Strategies for Healthy Children (See Minutes of Proceedings, Tuesday, March 19, 1996, Issue No. 1).
At 10:09 o'clock a.m., the Committee proceeded to sit in camera.
That the Committee authorize the printing of dissenting opinions of the Bloc Québécois and the Reform Party as appendices to this report.
It was agreed, - That the Draft Report be adopted as the Committee's Seventh Report and that the Chairman be authorized to present the Report to the House.
It was agreed, - That the title of the English report be Our Children's Well-Being, Our Nation's Future: Strategies for Healthy Children.
It was agreed, - That the title of the French report be Le mieux-être de nos enfants, c'est l'avenir de notre pays: des stratégies pour assurer la santé des enfants.
It was agreed, - That the Chairman be authorized to make such typographical and editorial changes as may be necessary without changing the substance of the Draft Report.

The Standing Committee on Health met at 9:06 o'clock a.m. this day, in Room 209, West Block, the Chair, Roger Simmons, presiding.

Pursuant to Standing Order 108(2), the Committee resumed its consideration of a study on the Review of Policies on the Misuse and Abuse of Substances (See Minutes of Proceedings dated Tuesday, May 7, 1996, Issue No. 2).
The witnesses made a statement and answered questions.

Pursuant to Standing Order 108(2), the Committee resumed its consideration of a study on Preventive Strategies for Healthy Children (See Minutes of Proceedings dated Tuesday, March 19, 1996, Issue No. 1).
It was agreed, - That the title of the report in English be: Towards Well-Being: Strategies for Healthy Children.
It was agreed, - That the title of the report in French be: Objectif mieux-être: stratégies pour assurer la santé des enfants.
It was agreed, - That, notwithstanding the motion adopted December 12, 1996, the amended version of the report be adopted as the Seventh Report of the Committee and that the Chair be authorized to present it to the House.

Pursuant to Standing Order 108(2), the Committee resumed its consideration of a study on the Review of Policies on the Misuse and Abuse of Substances (See Minutes of Proceedings, Tuesday, May 7, 1996, Issue No. 2).

Pursuant to Standing Order 108(2), the Committee resumed its consideration of a study on Preventive Strategies for Healthy Children (See Minutes of Proceedings, Tuesday, March 19, 1996, Issue No. 1).
On motion of Andy Scott, it was agreed, - That, pursuant to Standing Order 109, the Committee request the government to table a comprehensive response to the report within 150 days.
On motion of Andy Scott, it was agreed, - That the Chair be authorized to publish a press release and/or to hold a press conference following the tabling of the Report.
On motion of Andy Scott, it was agreed, - That the Committee print 1,500 copies of its Seventh Report, in tumble bilingual format, with a distinctive cover.
