The Standing Committee on Finance met in a televised session at 9:32 o'clock a.m. this day, in Room 253-D, Centre Block, the Chair, Jim Peterson, presiding.

Members of the Committee present: Leon Benoit, Diane Brushett, Barry Campbell, Brenda Chamberlain, Ron Duhamel, Ron Fewchuk, Herb Grubel, Yvan Loubier, Jim Peterson, Gary Pillitteri, Yves Rocheleau, Brent St. Denis, Monte Solberg and Susan Whelan.

Acting Member present: Roy Cullen for Ron Duhamel.

In attendance: From the Research Branch of the Library of Parliament: Richard Domingue and Marion Wrobel, Research Officers.

From the Committees and Parliamentary Associations Directorate: Martine Bresson.

Witnesses: From the Canadian Co-operative Association: Lynden Hillier, Executive Director; Mary Pat MacKinnon, Director of Policy. From the Canadian Association of Mutual Insurance: Normand Lafrenière, Executive Director. From the «Conseil canadien de la coopération»: Sylvie St-Pierre Babin, Executive Director. From the Dairy Farmers of Canada: Rick Phillips, Director of Policy and Government Relations. From the Canadian Cattlemen's Association: Jim Caldwell, Director of Government Affairs. From the «Union des producteurs agricoles»: Mario Hébert. From the Canadian Pork Council: Martin Rice, Executive Secretary. From the Canadian Federation of Agriculture: Jack Wilkinson, President; Sally Rutherford, Director.

In accordance with its mandate under Standing Order 83.1, the Committee resumed its study of the budgetary policy. (See Minutes of Proceedings dated October 9, 1996, Issue No. 5, Meeting No. 35).

The witnesses, in a round table setting, made statements and answered questions.

At 11:35 o'clock a.m., the sitting was suspended.

At 11:55 o'clock a.m., the sitting resumed.

In accordance with its mandate under Standing Order 108(2), the Committee proceeded to study a draft report on the `1997 Review of the Financial Sector Legislation: Proposals for Changes'.

It was agreed,--That the Draft Report be concurred in as the Fourth Report of the Committee.

It was agreed,--That the Chair present the report to the House.

Ordered,--That the Committee authorize the printing of dissenting opinions form the Bloc québécois and the Reform Party as appendices to the report, immediately after the Chairman's signature.

The question being put on the motions, they were agreed to on division.

At 12:02 o'clock p.m., the Committee adjourned to the call of the Chair.
