Mr. Keyes (Hamilton West): Mr. Clerk, I'd like to nominate Reg Alcock as chairman of the transport committee.
The Clerk: It is moved by Mr. Keyes that Mr. Alcock take the chair of this committee. Is the motion agreed?

The Clerk: I declare Mr. Alcock duly elected chair of this committee, and invite him to take the chair.

Mr. Gouk (Kootenay West - Revelstoke): Mr. Chairman, as your first point of order, could I inquire as to whether the clerk forgot his moustache this morning?
The Clerk: I forgot it last week.
The Chairman: It's part of our new austerity program.
Mr. Duncan (North Island - Powell River): I'd like to nominate Jim Gouk for opposition vice-chairman.
The Chairman: Thank you. Let me just get started here. You're way ahead of me, Mr. Duncan.
Our next order of business is the election of two vice-chairs under Standing Order 106(2). So, Mr. Duncan, you would like to nominate whom?
Mr. Duncan: Mr. Gouk, for opposition vice-chair. May I call for a recorded vote as well, please?
The Chairman: Okay. Are there other nominations?
Mr. Keyes: There are other nominations. I would like to nominate Joe Comuzzi for vice-chair.
Mr. Gouk: I have a point of order. Is it not the practice that there can only be one motion on the floor at any given time? I don't care; I just want to make sure we're playing by -
The Chairman: Thank you, Mr. Gouk. We will deal with the motions in order. This is the election of the first vice-chair, which is by tradition, I think, an opposition member. There's a motion that Mr. Gouk be elected first vice-chair.

Mr. Crête (Kamouraska - Rivière-du-Loup): Mr. Chairman, did you say that we will first vote on the motion of the Reform Party member and that you are not ready to receive other nominations right now? We will deal first with the motion of the Reform Party.

Mr. Crête: I hereby give notice that I wish to nominate a candidate for that position.

The Chairman: Thank you, Mr. Crête. As I understand the procedure, we will deal first with the motion that is on the floor. If it succeeds, then there will not be a necessity for a second one. If it should fail, then we will have call for other nominations. Is that correct? Is that agreed? Okay.
