The Standing Committee on Fisheries and Oceans met at 9:15 o'clock a.m. this day, in Room 209, West Block, the Chairman, Joe McGuire, presiding.

Members of the Committee present: Yvan Bernier, Harold Culbert, John Cummins, Stan Dromisky, Joe McGuire, Harry Verran and Derek Wells.

Associate Members present: Roger Simmons and Elsie Wayne.

In attendance: From the Research Branch of the Library of Parliament: Alan Nixon, Research Officer.

Witnesses: From the Treasury Board of Canada: David Miller, Assistant Secretary. From the Office of the Auditor General of Canada: Doug Timmins, Assistant Auditor General. From the Department of Fisheries and Oceans: Cheryl Fraser, Assistant Deputy Minister, Policy; Donald Dickson, Director General, Finance and Administration; Dave Rideout, Director General, Inspection. In accordance with its mandate under Standing Order 108(2), a roundtable discussion on the issue of cost recovery (see Minutes of Proceedings and Evidence, dated February 4, 1997, Issue No. 4).

The witnesses made opening statements and answered questions.

On motion of Harry Verran, seconded by Lawrence O'Brien, it was agreed,--That the Committee adopt the budget in the amount of $22,408.20 for its study on cost recovery.

At 1:45 o'clock p.m., the Committee adjourned to the call of the Chair.

In accordance with its mandate under Standing Order 108(2), the Committee resumed consideration of a study on Marine Services Fee: Report on the Economic Impact Study of Major Marine Initiatives.

David B. Watters made an opening statement, and with the other witness, answered questions.
