The Standing Committee on Fisheries and Oceans met at 9:05 o'clock a.m. this day, in Room 209, West Block, for the purpose of electing a Chair.
Members of the Committee present: René Canuel, Harold Culbert, John Cummins, Stan Dromisky, Joe McGuire, Ted McWhinney and Derek Wells.
Acting Members present: Stéphan Tremblay for Yvan Bernier; Roseanne Skoke for Lawrence O'Brien; Jack Frazer for Mike Scott; Don Boudria for Harry Verran.
Associate Member present: Diane Ablonczy.
In attendance: From the Research Branch of the Library of Parliament: Alan Nixon, Research Officer.
In accordance with its mandate under Standing Order 106(1) and 106(2), the Committee proceeded to the election of a Chair and Vice-Chairs.
The Clerk of the Committee presided over the election of a Chair.
On motion of Stan Dromisky, seconded by Don Boudria, it was agreed,--That Joe McGuire do take the Chair of this Committee as Chair.
Accordingly, Joe McGuire took the Chair of the Committee.
Jack Frazer moved,--That John Cummins be elected Vice-Chair of the Committee.
After debate, the question being put on the motion, it was negatived on the following recorded vote:

René Canuel moved,--That Yvan Bernier be elected as Vice-Chair of the Committee in absentia.
After debate, the question being put on the motion, it was agreed to.
On motion of Don Boudria, it was agreed,--That Derek Wells be elected as Vice-Chair of the Committee.
The Committee proceeded to the consideration of future business.

In accordance with its mandate under Standing Order 108(2), the Committee proceeded to the consideration of the study on the Restructuring of the Fishing Industry relating to the following matters: E.I. Regulations, Surveillance and Enforcement, and State of Groundfish stocks.
Norine Smith made an opening statement and, with the witnesses, answered questions.
David Bevan and Kathryn Bruce made opening statements and, with the witness, answered questions.
