The Standing Committee on Aboriginal Affairs and Northern Development met at 9:35 o'clock a.m. this day, in Room 705, La Promenade, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Jack Anawak, Claude Bachand, Robert Bertrand, Raymond Bonin, Maurice Dumas, John Duncan, John Finlay, Elijah Harper and John Murphy.

In attendance: From the Research Branch of the Library of Parliament: Jane May Allain, Guy Beaumier and Jill Wherrett, Research Officers.

Witnesses: From the Métis National Council: Gerald Morin, President; Tony Belcourt, President, Métis Nation of Ontario; David Chartrand, Manitoba Métis Federation; Maurice St-Cyr, Representative, Manitoba Métis Federation; Ron Erickson, Representative, Manitoba Métis Federation; Cliff Gladue, Constitutional Advisor, Métis Nation of Alberta. From the Native Women's Association: Janice Walker, National Speaker, President, Nova Scotia; Pat Baxter, Representative, Ottawa.

In accordance with its mandate under Standing Order 108(2), the Committee resumed consultations with national aboriginal organizations (See Minutes of Proceedings dated Tuesday, April 30, 1996).

Gerald Morin made a statement and, with the other witnesses from the Métis National Council, answered questions.

It was agreed,--That the Committee authorize the printing of 250 copies of the Report on Aboriginal Education in addition to the 550 copies designated by the Board of Internal Economy.

At 11:05 o'clock a.m., the sitting was suspended.

At 11:10 o'clock a.m., the sitting resumed.

Janice Walker, National Speaker from the Native Women's Association, made a statement and, with Pat Baxter, answered questions.

TUESDAY, JUNE 11, 1996

The Standing Committee on Aboriginal Affairs and Northern Development met at 3:34 o'clock p.m. this day, in Room 701, La Promenade, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Claude Bachand, Robert Bertrand, Raymond Bonin, Maurice Dumas, John Duncan, John Finlay, Elijah Harper, John Murphy and Bernard Patry.

Associate Member present: Audrey McLaughlin.

Other Member present: Darrel Stinson.

Sheila Genaille, President of the Métis National Council of Women, made a statement and, with Janice Henry and Lorraine Rochon, answered questions.

By unanimous consent, the Committee commenced consideration of Bill C-6.

The Order of Reference, dated Tuesday, June 4, 1996, being read as follows:

ORDERED,--That Bill C-6, An Act to amend the Yukon Quartz Mining Act and the Yukon Placer Mining Act be now read a second time and referred to the Standing Committee on Aboriginal Affairs and Northern Development.

The Chair called Clause 1.

Hiram Beaubier made a statement and, with the other witnesses from Indian and Northern Affairs, answered questions.

At 5:20 o'clock p.m., by unanimous consent, the Committee proceeded to consideration of future business.

The Chair presented the third Report of the Sub-Committee on Agenda and Procedure, which reads as follows:

Your Sub-Committee on Agenda and Procedure met on Monday, June 10, 1996 and agreed to report the following:

In relation to Bill C-6 An Act to amend the Yukon Quartz Mining Act and the Yukon Placer Mining Act, referred to the Committee on Tuesday, June 4, 1996:

--That public hearings via videoteleconferencing be held from Whitehorse on Monday, September 23, 1996 and Tuesday, September 24, 1996.

--That following witnesses who requested to appear, be invited to make presentations:

On motion of John Duncan, it was agreed,--That Keith Byram and Bill Dunbar, from the Yukon Mining Advisory Committee be added to the list of those invited to make a presentation before the Committee and that the Chair ensure that the cost of advertising the hearings be kept at a reasonable level.

It was agreed,--That the Third Report of the Sub-Committee on Agenda and Procedure, as amended, be concurred in.

THURSDAY, JUNE 13, 1996

The Standing Committee on Aboriginal Affairs and Northern Development met at 11:10 o'clock a.m. this day, in Room 208, West Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Claude Bachand, Robert Bertrand, Raymond Bonin, John Duncan, John Finlay and John Murphy.

The Standing Committee on Aboriginal Affairs and Northern Development met at 11:12 o'clock a.m. this day, in Room 269, West Block, the Chairman, Raymond Bonin, presiding.

The Committee resumed consideration of Bill C-6, An Act to amend the Yukon Quartz Mining Act and the Yukon Placer Mining Act (See Minutes of Proceedings dated Tuesday, June 11, 1996, Issue No. 3, Meeting No. 13).

The Committee resumed consideration of Clause 1.

On motion of Jack Anawak, it was agreed,--That the Yukon Outfitters Association and the Teetlit Gwich'in Council be invited to appear as witnesses on Bill C-6, an Act to amend the Yukon Quartz Mining Act and the Yukon Placer Mining Act via videoteleconference from Whitehorse on Tuesday, September 24, 1996.

It was agreed,--That, immediately following the last presentation on Tuesday, September 24, 1996, the Committee proceed directly to clause-by-clause consideration of Bill C-6, An Act to amend the Yukon Mining Act and the Yukon Placer Mining Act.

At 11:25 o'clock a.m., the Committee adjourned to the call of the Chair.


MONDAY, SEPTEMBER 23, 1996

The Standing Committee on Aboriginal Affairs and Northern Development met at 11:50 o'clock a.m. this day, in Room 701, La Promenade, for the purpose of electing a Chair and two Vice-Chairs, pursuant to Standing Order 106(1) and (2).

Members of the Committee present: Claude Bachand, John Duncan, John Finlay, Elijah Harper, John Murphy and Bernard Patry.

Acting Members present: Murray Calder for Jack Anawak; Dan McTeague for Roseanne Skoke; Pierre de Savoye for Maurice Dumas.

In attendance: From the Research Branch of the Library of Parliament: Jill Wherrett, Research Officer.

The Clerk of the Committee presided over the election of a Chair.

On motion of John Finlay, seconded by John Murphy, it was agreed,--That Raymond Bonin be elected Chair of the Committee.

Accordingly, Raymond Bonin, was declared duly elected Chair of the Committee in absentia .

On motion of Elijah Harper, it was agreed,--That John Murphy be elected Acting Chair.

Pierre de Savoye moved,--That Claude Bachand be elected first Vice-Chair of the Committee.

After debate, the question being put on the motion, it was agreed to on the following recorded division:

It was agreed,--That officials from Indian Affairs and Northern Development be invited to appear on Tuesday, October 1, 1996, to brief the Committee on Bill C-39, An Act respecting the York Factory First Nation and the settlement of matters arising from an agreement relating to the flooding of land, and Bill C-40, An Act respecting the Nelson House First Nation and the settlement of matters arising from an agreement relating to the flooding of land.

It was agreed,--That the Committee invite the Chiefs of the York Factory First Nation and the Nelson House First Nation to appear in Ottawa on Thursday, October 3, 1996 in relation to Bills 39 and 40, and that the Committee reimburse reasonable travel expenses for two representatives from each Band for the purpose of the meeting.
