WEDNESDAY, MARCH 19, 1997

The Standing Committee on Government Operations met in camera at 3:50 o'clock p.m. this day, in Room 705, La Promenade, the Chairman, Tony Valeri, presiding.

Members of the Committee present: Eugène Bellemare, Gilbert Fillion, Bill Gilmour, John Harvard, Ovid Jackson and Tony Valeri.

Acting Member present: Derek Lee for Colleen Beaumier.

In attendance: From the Research Branch of the Library of Parliament: Eric Adams, Research Officer.

The Committee proceeded to discuss its future business.

It was agreed, - That, with regard to the 1997-98 Estimates, the President of the Treasury Board and, with particular emphasis on Canada Post issues, the Minister of Public Works and Government Services be called to testify.

Pursuant to Standing Order 108(2), the Committee considered a draft report on the study of the government contracting process, procedures and systems, including the open-bidding service.

At 4:20 o'clock p.m., the Committee adjourned to the call of the Chair.

THURSDAY, MARCH 20, 1997

The Standing Committee on Government Operations met in camera at 11:10 o'clock a.m. this day, in Room 208, West Block, the Chairman, Tony Valeri, presiding.

Members of the Committee present: John Bryden, Gilbert Fillion, Bill Gilmour, John Harvard, Ovid Jackson, Ian Murray and Tony Valeri.

Acting Member present: Larry McCormick for Eugène Bellemare.

In attendance: From the Research Branch of the Library of Parliament: Eric Adams, Research Officer.

Pursuant to Standing Order 108(2), the Committee considered a draft report on the study of the government contracting process, procedures and systems, including the open-bidding service.

It was agreed, - That the Committee adopt the draft report as its Second report.

It was agreed, - That the Chair be authorised to make such editorial and typographical changes as may be necessary without changing the substance of the report to the House.

It was agreed, - That the Committee print 300 copies of its report on Government Contracting in tumble bilingual format.

It was agreed, -That the Chair be authorised to present the report to the House.

It was agreed, - That, pursuant to S.O. 108(1)(a), the Committee authorise the printing of a brief dissenting opinion, to be submitted in the two official languages to the Clerk by March 25, from the Official Opposition, as an appendix to the report following the Chair's signature.

It was agreed, - That, pursuant to S.O. 109, the Government be requested to table a comprehensive response.

Pursuant to Standing Order 108(2), the Committee considered a draft report on an examination of Public Service renewal initiatives.

At 11:43 o'clock a.m., the Committee adjourned to the call of the Chair.
