The Sub-Committee on Sustainable Human Development of the Standing Committee on Foreign Affairs and International Trade met in camera at 3:40 o'clock p.m. this day, in Room 705, La Promenade, the Chairman, John English, presiding.

Members of the Sub-Committee present: John English, Beryl Gaffney and Keith Martin.

Acting Member present: Eleni Bakopanos for John Godfrey.

Other Member present: Philippe Paré.

In attendance: From the Research Branch of the Library of Parliament: Gerald Schmitz, Research Officer.

In accordance with its mandate under Standing Order 108(2), an examination of Child Labour and Sustainable Human Development (See Minutes of Proceedings of Wednesday, June 19, 1996, Issue No.1).

The Sub-Committee commenced consideration of a draft report.

At 6:00 o'clock p.m., the Sub-Committee adjourned to the call of the Chair.

The Sub-Committee on Sustainable Human Development of the Standing Committee on Foreign Affairs and International Trade met in camera at 3:44 o'clock p.m. this day, in Room 307, West Block, the Chairman, John English, presiding.

Members of the Sub-Committee present: Maud Debien, John English and John Godfrey.

Acting Member present: Bill Graham for Beryl Gaffney.

Other Member present: Philippe Paré.

In attendance: From the Research Branch of the Library of Parliament: Gerald Schmitz, Research Officer.

In accordance with its mandate under Standing Order 108(2), an examination of Child Labour and Sustainable Human Development (See Minutes of Proceedings of Wednesday, June 19, 1996, Issue No.1).

The Sub-Committee resumed consideration of a draft report.

At 5:40 o'clock p.m., the Sub-Committee adjourned to the call of the Chair.

The Sub-Committee on Sustainable Human Development of the Standing Committee on Foreign Affairs and International Trade met in camera at 9:16 o'clock a.m. this day, in Room 307, West Block, the Chairman, John English, presiding.

Members of the Sub-Committee present: Maud Debien, John English, Beryl Gaffney, John Godfrey and Keith Martin.

Other Members present: Eleni Bakopanos, Stéphane Bergeron, Hon. Michel Dupuy, Bill Graham and Philippe Paré.

In attendance: From the Committees and Parliamentary Associations Directorate: Janice Hilchie, Clerk of the Standing Committee. From the Research Branch of the Library of Parliament: James Lee, Research Officer.

The Sub-Committee resumed consideration of a draft report.

On motion of John Godfrey, it was agreed, - That the Chair be authorized to make such typographical and editorial changes as may be necessary without changing the substance of the report.

On motion of John Godfrey, it was agreed, - That the draft report, as amended and edited, be adopted as the First Report of the Sub-Committee.

On motion of John Godfrey, it was agreed, - That the Chair be authorized to present the report, as amended, to the Standing Committee.

At 10:30 o'clock a.m., the Sub-Committee adjourned to the call of the Chair.

TUESDAY, FEBRUARY 18, 1997
(Meeting No. 66)

The Standing Committee on Foreign Affairs and International Trade met in camera at 10:44 o'clock a.m. this day, in Room 307, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Eleni Bakopanos, Stéphane Bergeron,Hon. Michel Dupuy, John English, Jesse Flis, Beryl Gaffney, Bill Graham, Philippe Paré, Benoît Sauvageau and Bob Speller.

Associate Member present: Maud Debien.

In attendance: From the Research Branch of the Library of Parliament: James Lee, Researcher. From the Committees and Parliamentary Associations Directorate: Christine Fisher, Committee Clerk.

Witness: From the Canadian Polar Commission: Whit Fraser, Chairman.

In accordance with its mandate under Standing Orders 108(1) and 108(2), the Committee commenced its examination of the First Report of the Sub-Committee on Sustainable Human Development relating to child labour.

It was agreed, -That the First Report of the Sub-Committee on Sustainable Human Development relating to child labour be adopted as the Fifth Report of the Committee and that the Chair be authorized to present the report to the House on Thursday, February 20, 1997, subject to an approval of the edited French version by members of the Committee.

It was agreed, -That pursuant to Standing Order 120, the Committee retain the services of Georges Royer to edit the French version of the Fifth Report of the Committee, for an amount not to exceed $2,500.00.

It was agreed, -That the Committee print, in a bilingual format, 2,000 copies of its report.

It was agreed, -That pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to this report.

It was agreed, -That the Chair be authorized to make such typographical and editorial changes as may be necessary without changing the substance of the report to the House.

It was agreed, - That, pursuant to the Standing Orders, the Committee authorize the printing of dissenting opinions from members of the Official Opposition, as appendices to the report following the Chairman's signature.

At 11:14 o'clock a.m., the Committee proceeded in public.

In accordance with its mandate under Standing Order 108(2), the Committee resumed its examination of circumpolar cooperation (See Minutes of Proceedings and Evidence dated March 28, 1996, Issue No. 1, Meeting No. 5).

Whit Fraser, from the Canadian Polar Commission, made a statement and answered questions.

At 12:05 o'clock p.m., the Committee adjourned to the call of the Chair.
