THURSDAY, SEPTEMBER 28, 1995
(Meeting No. 1)

The Sub-Committee on the consideration of the objections filed on the proposed Electoral Boundaries for the Eastern Provinces of the Standing Committee on Procedure and House Affairs met at 3:30 o'clock p.m. this day, in Room 112-N, Centre Block, for the purpose of electing a Chair.

Members of the Sub-Committee present: Dianne Brushett and Joe McGuire.

Acting Member present: Dale Johnston for John Cummins.

In attendance: From the Research Branch of the Library of Parliament: Margaret Smith, Research Officer.

The Clerk presided over the election of a Chair.

It was agreed,--That, Dianne Brushett be elected Chair of the Sub-Committee.

Accordingly, Dianne Brushett took the Chair.

The Sub-Committee proceeded to the consideration of its future business.

After debate, it was agreed,--That, the Sub-Committee meet in accordance with the following schedule:

Monday, October 2, 1995 at 4:00 o'clock p.m.;

Tuesday, October 3, 1995 at 9:00 o'clock a.m.; and

Thursday, October 4, 1995 at 9:00 o'clock a.m.;

--That, Members be invited to appear on October 2 and 3, 1995; and

--That, the meeting scheduled for October 4, 1995 be held for consideration of the Draft Report.

At 3:38 o'clock p.m., the Sub-Committee adjourned to the call of the Chair.


MONDAY, OCTOBER 2, 1995
(Meeting No. 2)

The Sub-Committee on the consideration of the objections filed on the proposed Electoral Boundaries for the Eastern Provinces of the Standing Committee on Procedure and House Affairs met at 3:18 p.m. this day, in Room 208, West Block, the Chair, Dianne Brushett, presiding.

Members of the Sub-Committee present: Dianne Brushett, John Cummins, Joe McGuire and Elsie Wayne.

In attendance: From the Research Branch of the Library of Parliament: Margaret Smith, Research Officer.

Witnesses: From the House of Commons: Guy Arseneault, M.P. (Restigouche--Chaleur); Andy Scott, M.P. (Fredericton--York--Sunbury) and Jean Payne, M.P. (St. John's West).

The Sub-Committee proceeded to the consideration of its Orders of Reference from the Committee dated Tuesday, September 19, 1995 and Tuesday, September 26, 1995, in relation to the objections filed on the proposed Electoral Boundaries for Eastern Canada. (See Minutes of Proceedings of Thursday, September 28, 1995, Meeting No. 1).

Guy Arseneault made an opening statement and answered questions.

At 3:43 p.m., Andy Scott made a statement and answered questions.

At 4:12 p.m., Jean Payne made a statement and answered questions.

At 4:31 p.m., the sitting was suspended.

At 4:36 p.m., by unanimous consent, the sitting resumed in camera.

The Sub-Committee considered guidelines for a Draft Report to the Committee.

At 5:03 p.m., the Sub-Committee adjourned to the call of the Chair.


TUESDAY, OCTOBER 3, 1995
(Meeting No. 3)

The Sub-Committee on the consideration of the objections filed on the proposed Electoral Boundaries for the Eastern Provinces of the Standing Committee on Procedure and House Affairs met at 9:04 a.m. this day, in Room 112-N, Centre Block, the Chair, Dianne Brushett, presiding.

Members of the Sub-Committee present: Dianne Brushett, John Cummins, Joe McGuire and Elsie Wayne.

In attendance: From the Research Branch of the Library of Parliament: Margaret Smith, Research Officer.

Witnesses: From the House of Commons: The Honourable Fernand Robichaud, P.C., M.P. (Beauséjour); Pierrette Ringuette-Maltais, M.P. (Madawaska--Victoria); Paul Zed, M.P. (Fundy--Royal) and Francis LeBlanc, M.P. (Cape Breton Highlands--Canso).

The Sub-Committee resumed consideration of its Orders of Reference from the Committee dated Tuesday, September 19, 1995 and Tuesday, September 26, 1995, in relation to the objections filed on the proposed Electoral Boundaries for the Eastern Provinces. (See Minutes of Proceedings of Thursday, September 28, 1995, Meeting No. 1).

The Honourable Fernand Robichaud made an opening statement and answered questions.

Pierrette Ringuette-Maltais made an opening statement and answered questions.

By unanimous consent, the documents presented by the Member for Madawaska--Victoria were filed as an exhibit with the Clerk of the Sub-Committee (Exhibit ``E'').

At 9:45 a.m., Paul Zed made an opening statement and answered questions.

At 10:02 a.m., the sitting was suspended.

At 10:04 a.m., by unanimous consent, the sitting resumed in camera.

The Sub-Committee considered guidelines for a Draft Report to the Committee.

At 10:45 a.m., by unanimous consent, the Sub-Committee resumed in public.

Francis LeBlanc made an opening statement and answered questions.

At 11:01 o'clock a.m., the Sub-Committee adjourned to the call of the Chair.

The Sub-Committee proceeded to the consideration of a Draft Report to the Committee.

It was agreed,--That, the documents filed by members in support of the objections be filed with the Clerk of the Sub-Committee as exhibits.

It was agreed,--That, the text of the objections filed for New Brunswick, Nova Scotia and Newfoundland be filed as an exhibit with the Clerk of the Sub-Committee.

At 10:09 o'clock a.m., the Sub-Committee adjourned to the call of the Chair.

The Sub-Committee proceeded to the consideration of a Draft Report to the Committee.

It was agreed,--That, the Draft Report as amended be adopted and presented to the Standing Committee on Procedure and House Affairs.

At 9:45 a.m., the Sub-Committee adjourned to the call of the Chair.
