The Standing Committee on Human Resources Development met at 3:40 o'clock p.m., this day, in Room 705, La Promenade, the Chairman, Francis LeBlanc, presiding.

Members of the Committee present: Diane Ablonczy, Shaughnessy Cohen, Paul Crête, Dale Johnston, Francis LeBlanc, Larry McCormick, Maria Minna and Andy Scott.

In attendance: From the Research Branch of the Library of Parliament: Sandra Harder and Vivian Shalla, Research Officers.

Witnesses: From the Department of Human Resources Development: David McNaughton, Assistant Deputy Minister, Systems; Doug Matheson, Director General, Insurance Services; Denis Kealey, Manager, Income Security Program Redesign.

Pursuant to Standing Order 108(2), the Committee proceeded to study the technology and the delivery of services of the Department of Human Resources.

The witnesses made a statement and answered questions.

At 5:21 o'clock p.m., the Committee adjourned to the call of the Chair.

The Standing Committee on Human Resources Development met at 3:35 o'clock p.m., this day, in Room 536, Wellington Bldg., for the purpose of electing a Chair pursuant to Standing Orders 106(1) and 106(2).

Members of the Committee present: Maurizio Bevilacqua, Jan Brown, Martin Cauchon, Shaughnessy Cohen, Daphne Jennings, Dale Johnston, Francine Lalonde, Francis LeBlanc, Larry McCormick, Maria Minna, Robert D. Nault and Pat O'Brien.

Acting Members present: Karen Kraft Sloan for Jean Augustine; Maurice Dumas for Paul Crête; René Laurin for Antoine Dubé; and Ken Epp for Dale Johnston.

In attendance: From the Research Branch of the Library of Parliament: Sandra Harder, Research Officer.

The Clerk proceeded over the election of a Chair.

Martin Cauchon, seconded by Francine Lalonde moved,--That Francis LeBlanc be elected Chair of the Committee.

The question being put on the motion, it was agreed to.

Francis LeBlanc took the Chair.

René Laurin moved,--That Francine Lalonde be elected Vice-Chair of the Committee.

The question being put to the motion, it was agreed to on the following division:

The Standing Committee on Human Resources Development met at 10:15 o'clock a.m., this day, in Room 269, Centre Block, the Vice-Chairperson, Maria Minna, presiding.

Other Member present: Walt Lastewka.

Members of the British Delegation: Lady Jill Knight, James Randall Couchman, Don Dixon, Thomas McLaughlin McAvoy, Sir Roger Moate and David Young.

The Vice-Chair, Maria Minna, made an opening statement and, with the other members present, proceeded to a discussion on social policies.

The Order of Reference dated November 28, 1995, being read as follows:

ORDERED,--That Bill C-96, An Act to establish the Department of Human Resources Development and to amend and repeal certain related Acts, be now read for the second time and referred to the Standing Committee on Human Resources Development.

Gordon McFee made a statement and, with the other witnesses, answered questions.

At 4:50 o'clock p.m., the sitting is suspended.

At 4:53 o'clock p.m., the sitting resumed in camera.

The Committee considered its future business.

Larry McCormick moved,--That each party proposes a list of three persons to be invited to appear before the Committee during its study of Bill C-96.

After debate, the question being put to the motion, it was negatived.

Maria Minna moved,--That the Standing Committee on Human Resources Development invite three persons to appear before the Committee and that each party choose its witness.

After debate, the question being put to the motion, it was agreed to.

At 5:20 o'clock p.m., the Committee adjourned to the call of the Chair.


MONDAY, DECEMBER 11, 1995

The Committee considered its future business.

Maria Minna moved,--That the Committee hold public hearings on Bill C-111 from January 15 to February 23, 1996.

After debate, the question being put to the motion, it was agreed to.

Antoine Dubé moved,--That a Sub-Committee be created to hear witnesses from the province of Quebec and from the Maritimes on Bill C-111.

After debate, the question being put to the motion, it was negatived.

Larry McCormick moved,--That a budget of $109,150.00 be adopted.

After debate, the question being put to the motion, it was agreed to.

It was agreed,--That the Clerk proceed to invite members of the Task Force on seasonal workers to appear during hearings on Bill C-111.
