The Standing Joint Committee on the Library of Parliament met at 3:33 o'clock p.m. this day, in Room 237-C, Centre Block, the Joint Chairman, Ted McWhinney, presiding.
Members of the Committee present:
Representing the Senate: The Honourable Senators Anne C. Cools, Richard J. Doyle and Maurice Riel.
Representing the House of Commons: Maud Debien, Daphne Jennings, John Maloney and Ted McWhinney.
Witnesses: From Social Science Employees Association: Bill Krause, President. From the Library of Parliament: Jack Stillborn and Jane Allain, Research Officers.
In accordance with its mandate under Standing Order 108(4)(a), review of the effectiveness, management and operation of the Library of Parliament.
Ted McWhinney read the content of a letter from the Office of the Speaker of the House of Commons in response to the Committee's recommendation to the Speakers of both Houses (See Minutes of Proceedings dated May 9, 1995).
Bill Krause made an opening statement and, with the other witnesses, answered questions.
At 4:20 o'clock p.m., the Committee adjourned to the call of the Chair.

The Standing Joint Committee on the Library of Parliament met at 10:06 o'clock a.m. this day, in Room 237-C, Centre Block, for the purpose of election of a Joint Chair from the House of Commons and a Vice-Chair.
Members of the Committee present:
Representing the Senate: The Honourable Senator Anne C. Cools.
Representing the House of Commons: Peter Adams, Maud Debien, Roger Gallaway, Philip Mayfield, Dan McTeague, John Richardson and Paul Steckle.
The Joint Clerk presided over the election of the Joint Chairperson from the House of Commons.
Roger Gallaway moved,--That John Richardson be elected Joint Chair of the Committee.
And the question being put on the motion, it was agreed to, on the following division:

Accordingly, John Richardson was declared duly elected Joint Chairman of the Committee.
The Joint Chairman (House of Commons) was invited to take the chair.
On motion of Peter Adams, seconded by Paul Steckle, it was agreed,--That Maud Debien be elected Vice-Chair of the Committee from the House of Commons.
At 10:17 o'clock a.m., the Committee adjourned to the call of the Joint Chair.

In accordance with its mandate under Standing Order 108(4)(a), the Committee proceeded to the consideration of its future business.
On motion of Peter Adams, it was agreed,--That a steering committee created and that the following be its members: Hon. Maurice Riel, Hon. Anne C. Cools, Hon. Richard J. Doyle, John Richardson, Maud Debien and Philip Mayfield.
At 11:45 o'clock a.m., the Committee adjourned to the call of the Chair.

Representing the House of Commons: Maud Debien, Philip Mayfield and John Richardson.
Witnesses: From the Library of Parliament: Richard Paré, Parliamentary Librarian; Jean-Jacques Cardinal, Director General, Administration; François LeMay, Director General, Technical Services and Public Information Office and Hugh Finsten, Director General, Research Services.
In accordance with its mandate under Standing Order 108(4)(a), the Committee proceeded to examine the future of the Library of Parliament.
Mr. Paré made an opening statement and, with Messrs. Cardinal, LeMay and Finsten, answered questions.
At 10:36 a.m., the sitting was suspended.
At 10:59 a.m., the sitting resumed.
