The Standing Joint Committee on the Library of Parliament met at 3:32 o'clock p.m. this day, in Room 237-C, Centre Block, the Joint Chair, Ted McWhinney, presiding.

Members of the Joint Committee present:

Representing the Senate: The Honourable Senators Richard J. Doyle and Maurice Riel.

Representing the House of Commons: Roger Gallaway, Madeleine Dalphond-Guiral, Daphne Jennings, John Maloney, Ted McWhinney and John Richardson.

In attendance: Tonu Onu, Acting Joint Clerk of the Committee (Senate).

Witness: From the Library of Parliament: Richard Paré, Parliamentary Librarian.

The Joint Committee resumed consideration of its future business.

On motion of Madeleine Dalphond-Guiral, it was agreed unanimously,--That, the Members of the Committee congratulate and extend its best wishes to Mr. Paré, Parliamentary Librarian.

Mr. Paré made an opening statement and answered questions.

At 3:48 o'clock p.m., the Joint Committee adjourned to the call of the Chair.

The Standing Joint Committee on the Library of Parliament met at 3:33 o'clock p.m. this day, in Room 237-C, Centre Block, the Joint Chair, Ted McWhinney, presiding.

Members of the Joint Committee present:

Representing the Senate: The Honourable Senators Richard J. Doyle and Maurice Riel.

Representing the House of Commons: Maud Debien, Daphne Jennings, John Maloney and Ted McWhinney.

Acting Member present: John English for John Richardson.

In attendance: Timothy Ross Wilson, Joint Clerk of the Committee (Senate); and Georges Etoka, Joint Clerk of the Committee (House of Commons).

Witnesses: From the Library of Parliament: Richard Paré, Parliamentary Librarian; Jean-Jacques Cardinal, Director-General, Administration and Personnel Branch; Hugh Finsten, Director-General, Research Branch; François LeMay, Director-General, Information and Technical Services Branch.

The Order of Reference dated Tuesday, February 28, 1995 relating to the Main Estimates for the fiscal year ending March 31, 1996 being read as follows:

Ordered,--That Vote 10 under PARLIAMENT be referred to the Standing Joint Committee on the Library of Parliament.

Richard Paré made an opening statement and with Cardinal, LeMay and Finsten, answered questions.

On motion of Daphne Jennings, it was agreed,--That the Committee invite Mary Anne Griffith, Deputy Clerk (Administration Services) of the House of Commons to appear before it on matters related to the administration of services provided to Members of the House of Commons.

On motion of Maud Debien, it was agreed,--That the Joint Standing Committee on the Library of Parliament recommend to the Speaker of the Senate and the Speaker of the House of Commons that select Committees of each House and Parliamentary Associations be asked to use the resources of the Research Service of the Library of Parliament on a priority basis; and that where Library resources are used in this way, appropriate resource changes or transfers be made from accounts of Select Committees and Parliamentary Associations.

At 4:51 o'clock p.m., the Committee adjourned to the call of the Chair.
