The Standing Committee on National Defence and Veterans Affairs met in camera at 3:38 o'clock p.m. this day, in Room 209, West Block, the Chair, William Rompkey, presiding.

Members of the Committee present: Robert Bertrand, Jack Frazer, Bonnie Hickey, Len Hopkins, Jean-Marc Jacob, Fred Mifflin, George Proud, John Richardson and William Rompkey.

In attendance: From the Research Branch of the Library of Parliament: Michel Rossignol, Research Officer.

Pursuant to Standing Order 108(2), the Committee commenced consideration of recommendations concerning benefits for the Newfoundland Overseas Forestry Unit and Ferry Command.

Fred Mifflin moved,--That the Chair be instructed to write to the Secretary of State (Veterans Affairs) inviting him to review the case of the members of the Newfoundland Overseas Forestry Unit in view of the case made by their representatives concerning the fact that those members, who signed contracts to work in the Forestry Industry in the United Kingdom following the original group, were precluded from serving in the Home Guard or the Armed Forces and, that he respond to the Committee within a reasonable period of time.

Jack Frazer moved,--That the motion be amended to include the phrase ``bearing in mind the average age of the surviving members''.

After debate thereon, the amendment was agreed.

By unanimous consent, it was agreed,--That the motion, as amended, carry.

On motion of Jack Frazer, it was agreed,--That the letter to the Secretary of State (Veterans Affairs) also request assurance that Ferry Command members are receiving all those benefits to which they are entitled, considering such factors as: the fact they served in war zones under military command and suffered heavy losses; the number of female pilots who were prevented from flying in the Armed Forces and, members who may have been medically unfit for acceptance into the Armed Forces.

On motion of Jack Frazer, it was noted that today was the 51st Anniversary of D-Day.

The Standing Committee on National Defence and Veterans Affairs met at 3:30 o'clock p.m. this day, in Room 237-C, Centre Block, the Chair, William Rompkey, presiding.

Anders Sjaastad made a statement and opened the discussions.

The Standing Committee on National Defence and Veterans Affairs met at 3:30 o'clock p.m. this day, in Room 237-C, Centre Block, the Chair, William Rompkey, presiding.

Members of the Committee present: Jack Frazer, Bonnie Hickey, Len Hopkins, Jean-Marc Jacob, Fred Mifflin, John Richardson and William Rompkey.

Acting Member present: Ted McWhinney for George Proud.

In attendance: From the Research Branch of the Library of Parliament: Michel Rossignol, Research Officer.

Appearing: The Honourable David Collenette, P.C., M.P., Minister of National Defence and Minister of Veterans Affairs.

Witnesses: From the Department of National Defence: Mr. John McLure, Acting Deputy Minister; General John de Chastelain, Chief of the Defence Staff; Vice Admiral Lynn Mason, Deputy Chief of the Defence Staff; Mr Pierre Lagueux, Assistant Deputy Minister (Equipment Programme Management), and, Rear Admiral Jim King, Associate Assistant Deputy Minister, Policy and Communications.

Pursuant to Standing Order 81(7), the Committee commenced its examination of the Outlook Document, National Defence.

The Minister made a statement and, with the witnesses, answered questions.

THURSDAY, SEPTEMBER 28, 1995
(Meeting No. 29)

The Standing Committee on National Defence and Veterans Affairs met at 9:05 o'clock a.m. this day, in Room 307, West Block, for the purpose of electing a Chair.

Members of the Committee present: Robert Bertrand, Jack Frazer, Jim Hart, Bonnie Hickey, Jean-Marc Jacob, Jean H. Leroux, Fred Mifflin, John O'Reilly, George Proud and John Richardson.

Acting Member present: Don Boudria for John Cannis.

Other Members present: Gilles Duceppe and Bob Speller.

In attendance: From the Research Branch of the Library of Parliament: Dr. Wolf Koerner and Michel Rossignol, Research Officers.

Pursuant to Standing Orders 106(1) and 106(2), the Committee met for the purpose of electing a Chair and two Vice-Chairs.

The Clerk presided over the election of the Chair.

On motion of John Richardson, it was agreed,--That George Proud be elected Chair of the Committee.

Accordingly, George Proud took the Chair.

The Committee proceeded to the election of the Vice-Chairs.

Fred Mifflin moved,--That Jean-Marc Jacob be elected Vice-Chair (Opposition) of this Committee.

Jack Frazer moved,--That Jim Hart be elected Vice-Chair (Opposition) of this Committee.

After debate, the vote being called on the motion of Fred Mifflin, it was agreed to on division: Yeas: 9; Nays: 2.

On motion of Bonnie Hickey, it was agreed,--That John Richardson be elected Vice-Chair (Government) of this Committee.

By unanimous consent, it was agreed,--That the Sub-Committee on Agenda and Procedure be composed of the Chair, the two Vice-Chairs, Fred Mifflin and Jim Hart.

At 9:09 o'clock a.m., the Committee adjourned to the call of the Chair.

The Standing Committee on National Defence and Veterans Affairs met at 3:29 o'clock p.m. this day, in Room 269, West Block, the Chairman, George Proud, presiding.
