Background

Mr. Douglas (Nanaimo-Cowichan-The Islands) sought leave to move the adjournment of the House, under the provisions of Standing Order 26, in order to discuss "the new threat to the Canadian wheat economy arising from the announcement by the United States Government that it has lowered its export price of wheat by 12 cents a bushel, which will further erode the financial position of the Canadian wheat farmer".

Decision

Yes. The application is accepted. [The Speaker proposed to schedule the debate for 8:00 p.m. that evening, but Mr. Macdonald (President of the Privy Council) suggested the Government preferred to begin the debate earlier. By unanimous consent the House set the debate to begin immediately after Orders of the Day were called.]

Reasons given by the Speaker

The Chair refused similar proposals in the last week because there had been debate which in some ways related closely to the subject-matter of the motions. This motion, however, refers to a very important new factor, and it seems desirable to allow the House a few hours to debate the matter.
