Background

Mr. Burton (Regina East) sought leave to move the adjournment of the House, under the provisions of Standing Order 26, in order to discuss "the allegations made in a recent study by the Quebec Federation of Labour that the many millions of dollars of public funds spent by the Department of Regional Economic Expansion have been channelled away from economically depressed areas, have not resulted in a net increase in jobs, and that the department has failed to inform the public about the true impact on jobs of its industrial incentives grants across Canada".

Reasons given by the Speaker

"... the provisions of Standing Order 26 were never intended to be used as a vehicle for the purpose of airing statements or allegations made outside the House by organizations or people who are not answerable or responsible in any way to this Chamber…Without passing any comment on the substance of the allegation attributed to the Quebec Federation of Labour, it must be said that the House has established not only supply proceedings but also standing committees for the purpose of reviewing the operations of the programs of the several departments of government."
