Petition to the House of Commons

Whereas:
  • The principle of open government and transparent parliamentary proceedings is a fundamental long-standing tradition of Canadian parliamentary democracy, as well as any true democratic regime;
  • Canadians have a right to access records of parliamentary proceedings, such as through Hansard, enabling them to make informed democratic choices; and
  • Section 15 of the Canadian Charter of Rights and Freedoms ensures protection against any type of discrimination, particularly “based on race, national or ethnic origin, colour, religion, sex, age or mental or physical disability."
We, the undersigned, residents of Canada, call upon the House of Commons to either remove the Speaker of the House of Commons’ discretion to disable the House microphone, or require unanimous consent of all party leaders in the House to disable the microphone, which is consistent with the democratic principles of Parliament, so as to ensure equal access to parliamentary proceedings for all Canadians — including those with a disability that prevents them from visually following House of Commons proceedings — and promote a more informed and engaged citizenry by maintaining consistent and unimpeded access to parliamentary proceedings.
