Petition to the Minister of National Defence and President of the Treasury Board

WHEREAS:

  • Staff of the Non-Public Funds (NPF) provide vital programs and services which Canadian Forces members, veterans, and their families on bases across the country count on;

  • Despite the critical work they do, these employees are among the lowest paid, earning far less than those employed in the core federal public service doing the same jobs; and

  • Staff of the Non-Public Funds (NPF) do not have a consistent national pay grid, meaning employees doing the same jobs in different regions earn different wages.

  • THEREFORE: we, the undersigned, residents of Canada, call upon the Minister of the National Defence and President of the Treasury Board to work together with the Canadian Forces Morale and Welfare Services (CFMWS) to ensure that staff of the Non-Public Funds (NPF) have access to fair wages, an equitable pay scale, and good, secure jobs.

Staff of the Non-Public Funds, Canadian Forces, are paid at or above the minimum wage rate. On 18 April 2024 a settlement was reached with three of six bargaining tables (Petawawa, Kingston, Ottawa/HQ). The agreements provide an economic increase of 4.6% to employees’ base pay in each year of the agreement, from 2022 to 2025. This means employees covered by the settlement will receive total economic increases of 13.75% over three years.  

Additionally, Canadian Forces Morale and Welfare Services (CFMWS) committed to consulting with the Public Service Alliance Canada (PSAC) union on the implementation of a single national job classification for Non-Public Funds (NPF) positions. A single national job classification would standardize NPF pay grids across all locations, replacing location-based pay grids.

CFMWS has successfully ratified agreements with nine other United Food and Commercial Workers bargaining units in the last six months. These locations accepted a 12% increase over three years. We are hopeful that the remaining striking parties can reach a negotiated agreement at the table, and we remain dedicated to the collective bargaining efforts aimed at achieving a fair contract for our employees.
