Petition to the Minister of Immigration, Refugees and Citizenship
- There is an ongoing war in Southern Cameroons and more than 4000 civilians have been killed according to a UN report;
- The Immigration and Refugee Board of Canada (IRB) National Documentation Package (NDP) has inexhaustible evidence of the killings in Southern Cameroons and the gross human rights violation of the civilian population;
- Cameroonians abroad who are vocal against the regime in power get life sentences when deported to Cameroon;
- The Canada Border Services Agency continues to deport failed Southern Cameroons refugee claimants to Cameroon despite the ongoing war;
- According to the Immigration, Refugees and Citizenship Canada (IRCC), an Administrative Deferral of Removal (ADR) is meant to be a temporary measure when immediate action is needed to temporarily defer removals in situations of humanitarian crisis;
- In Somalia, for example, an ADR is currently place for certain regions (Middle Shabelle, Afgoye, and Mogadishu); and
- Section 230(1) of the Immigration and Refugee Protection Regulations (IRPR) mentions that the minister may impose a stay on removal orders with respect to a country or a place if the circumstances in that country or place pose a generalized risk to the entire civilian population as a result of (a) an armed conflict within the country or place, (b) an environmental disaster resulting in a substantial temporary disruption of living conditions, or (c) any situation that is temporary and generalized.
