Petition to the House of Commons

Whereas:
  • In November of 2021, off-leash rules in accordance with federal Migratory Bird Sanctuary Regulations were established at Cadboro-Gyro Park in Saanich, British Columbia;
  • Dogs are no longer allowed to be off leash in the area due to their potential impact on the environment;
  • Many residents disagree with this ruling, as this is a high-traffic area constantly busy with individuals, university students and families participating in activities like swimming, boating, beach games, etc. who also have an impact on the environment and wildlife;
  • Many residents have been harassed by other members of the community attempting to self-enforce off-leash regulations (without a federal by-law officer present);
  • Many residents believe Cadboro-Gyro Park is not an ideal area for a federal sanctuary and would like to see the park removed from the Victoria Harbour Migratory Bird Sanctuary zoning laws; and
  • The community has been directly impacted and seen more negative outcomes due to the pressured enforcement.
We, the undersigned, residents of Greater Victoria, call upon the House of Commons to remove Cadboro-Gyro Park from the Victoria Harbour Migratory Bird Sanctuary in order to allow for off-leash rules to be lifted.
