Petition to the Government of Canada
- Part-time workers are an important part of the Public Service of Canada, working for Canadians from coast to coast to coast;
- Part-time workers are paid an annual percentage instead of statutory holiday pay (as outlined in individual collective agreements);
- The Phoenix pay system is unable to automatically pay part-time workers the annual percentage instead of the statutory holiday pay, resulting in frequent and chronic overpayments to part-time workers; and
- The Pay Centre has determined that these overpayments are categorized as Leave Without Pay (LWOP) and Treasury Board Policy dictates that LWOP overpayments should come from first available funds, with no notice or communication to employees required. Part-time workers are finding themselves with entire or significant portions of their paychecks withheld without notice and without recourse.
