- The situation on the banks of the Richelieu is becoming increasingly alarming;
- The number of accidents involving watercraft and those around them that are caused by drunken boaters and festive gatherings is growing;
- Riverfront property owners and nearby residents are filing more and more complaints about noise pollution from boats;
- The erosion of the riverbanks, which continues to worsen, particularly owing to increased flooding, is causing major damage to the environment and property along the river; and
- The environmental situation is becoming increasingly problematic and disastrous, directly affecting fish stocks and threatening species with extinction.
