Figure 1–Pre-tests for witnesses appearing by videoconference (by percentage and number of witnesses)

In June 2022, 288 witnesses (84.5% of that month’s total) completed and passed their pre-test, 16 (4.7%) did not attend their scheduled pre-test, and 37 (10.9%) did not schedule a pre-test.
In September 2022, 104 witnesses (82.5% of that month’s total) completed and passed their pre-test, 4 (3.2%) completed but failed their pre-test, 4 (3.2%) did not attend their scheduled pre-test, and 14 (11.1%) did not schedule a pre-test.
In October 2022, 373 witnesses (85.4% of that month’s total) completed and passed their pre-test, 9 (2.1%) completed but failed their pre-test, 15 (3.4%) did not attend their scheduled pre-test, and 40 (9.2%) did not schedule a pre-test.
In November 2022, 374 witnesses (87.6% of that month’s total) completed and passed their pre-test, 3 (0.7%) completed but failed their pre-test, 15 (3.5%) did not attend their scheduled pre-test, and 35 (8.2%) did not schedule a pre-test.
In December 2022, 101 witnesses (84.9% of that month’s total) completed and passed their pre-test, 5 (4.2%) completed but failed their pre-test, 5 (4.2%) did not attend their scheduled pre-test, and 8 (6.7%) did not schedule a pre-test.

Since February 2021, the House Administration calls all committee witnesses to schedule pre-tests.

In June 2022, 76% of witnesses used a House of Commons-approved headset, 20% of witnesses used a headset from another source, and 4% had no headset (using instead a device-integrated microphone).
In September 2022, 63% of witnesses used a House of Commons-approved headset, 32% of witnesses used a headset from another source, and 5% had no headset (using instead a device-integrated microphone). 
In October 2022, 69% of witnesses used a House of Commons-approved headset, 26% of witnesses used a headset from another source, and 5% had no headset (using instead a device-integrated microphone).
In November 2022, 72% of witnesses used a House of Commons-approved headset, 23% of witnesses used a headset from another source, and 5% had no headset (using instead a device-integrated microphone).
In December 2022, 82% of witnesses used a House of Commons-approved headset, 13% of witnesses used a headset from another source, and 5% had no headset (using instead a device-integrated microphone).

In June 2022, 327 (95.9%) of the witnesses appearing by videoconference had no audio-quality issues and 14 (4.1%) did.
In September 2022, 117 (92.9%) of the witnesses appearing by videoconference had no audio-quality issues and 9 (7.1%) did. 
In October 2022, 420 (96.1%) of the witnesses appearing by videoconference had no audio-quality issues and 17 (3.9%) did. 
In November 2022, 411 (96.3%) of the witnesses appearing by videoconference had no audio-quality issues and 16 (3.7%) did. 
In December 2022, 117 (98.3%) of the witnesses appearing by videoconference had no audio-quality issues and 2 (1.7%) did.

In instances where committees experienced an audio-quality issue during a committee meeting, in June 2022, 2 issues related to a bad connection (2 resolved), 8 issues related to the headset (4 resolved), 0 issues related to the HoC room or infrastructure, 4 issues related to human error (3 resolved), and 0 issues were recorded as related to Windows updates; in September 2022, 1 issue related to a bad connection (0 resolved), 6 issues related to the headset (2 resolved), 1 issue related to the HoC room or infrastructure (1 resolved), 1 related to human error (1 resolved), and 0 issues related to Windows updates; in October 2022, 3 issues related to a bad connection (0 resolved), 12 issues related to the headset (3 resolved), 1 issue related to the HoC room or infrastructure (1 resolved), 1 issue related to human error (1 resolved), and 0 issues related to Windows updates; in November 2022, 6 issues related to a bad connection (2 resolved), 11 issues related to the headset (3 resolved), 0 issues related to the HoC room or infrastructure, 0 issues related to human error, and 0 issues related to Windows updates; in December 2022, 1 issue was recorded as related to a bad connection (1 resolved), 1 issue related to the headset (1 resolved), 0 issues related to the HoC room or infrastructure, 0 issues related to human error, and 0 issues were recorded as related to Windows updates.

Issues that could affect a witness' ability to participate in the meeting continue to be identified and, where possible, resolved, during the pre-test and the verification immediately prior to the meeting.

In June 2022, for committee meeting participants participating by videoconference, 47% had a Wi-Fi connection, 51% had a wired connection, and 2% had a cellular connection.
In September 2022, for committee meeting participants participating by videoconference, 62% had a Wi-Fi connection, 37% had a wired connection, and 1% had a cellular connection. 
In October 2022, for committee meeting participants participating by videoconference, 58% had a Wi-Fi connection, 41% had a wired connection, and 1% had a cellular connection. 
In November 2022, for committee meeting participants participating by videoconference, 42% had a Wi-Fi connection, 57% had a wired connection, and 1% had a cellular connection. 
In December 2022, for committee meeting participants participating by videoconference, 40% had a Wi-Fi connection, 59% had a wired connection, and 2% had a cellular connection.

In general, wired connectivity provides a better audio chain.

In September 2022, for witnesses at committee meetings, 29% appeared in person and 71% by videoconference.

In November 2022, for witnesses at committee meetings, 38% appeared in person and 62% by videoconference.
