Special Committee on Canada-China Relations (CACN)

Mandate

The House of Commons appointed a special committee with the mandate to conduct hearings to examine and review all aspects of the Canada–China relationship, including, but not limited to, consular, economic, legal, security and diplomatic relations on December 10, 2019. On September 23, 2020, the House reestablished the special committee.

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the committee continued its study of Canada-China relations with a special focus on national security issues for a total of nine meetings. It heard from 41 witnesses including the Minister of National Defence, the Minister of Foreign Affairs as well as the Minister of Health. On May 26, the committee presented its third report to the House. This report recommended that the House adopt an order for the production of documents regarding the transfer of viruses to the Wuhan Institute of Virology in China in March 2019 and the subsequent departure of two employees from the National Microbiology Laboratory. The House considered this report on June 23. The committee ceased to exist as of dissolution on August 15, 2021.

Special Committee on the Economic Relationship between Canada and the United States (CAAM)

Mandate

The House of Commons appointed a special committee with the mandate to conduct hearings to examine and review all aspects of the economic relationship between Canada and the United States on February 16, 2021.

Summary of Committee Activity

During the period of April 1 to August 15, 2021, the special committee continued the study of the economic relationship between Canada and the United States, as mandated by the House Order of February 16, 2021. The special committee shifted focus during this time to examine “Buy America” procurement policies and heard from the Minister of Small Business, Export Promotion and International Trade as well as the Minister of Foreign Affairs, various business leaders and academics. On June 16, the Chair of the special committee presented the second report, as required in the House Order. The committee ceased to exist as of dissolution on August 15, 2021.

Special Committee on Afghanistan (AFGH)

Mandate

On December 8, 2021, the House of Commons adopted a motion establishing the Special Committee on Afghanistan with a mandate to examine and review the events related to the fall of Afghanistan to the Taliban, including, but not limited to, the government's contingency planning for that event and the subsequent efforts to evacuate, or otherwise authorize entry to Canada of, Canadian citizens, and interpreters, contractors and other Afghans who had assisted the Canadian Armed Forces or other Canadian organizations. The House also instructed the committee to conduct its work with the primary objective of assessing the humanitarian assistance to be put in place by Canada to assist the Afghan people.

Summary of Committee Activity

During the period of November 22 to December 31, 2021, on December 13, the special committee held its first meeting, during which it elected Sukh Dhaliwal as Chair of the committee.
