The Committee resumed its clause-by-clause study of the Bill.
Carole Morency, Joanne Klineberg and Sharon Harper answered questions.
On Preamble,
Ted Falk moved, — That Bill C-14, in the preamble, be amended by adding before line 1 on page 1 the following:“Whereas respect for the sanctity of life is one of our most fundamental societal principles, as expressed in section 7 of the Canadian Charter of Rights and Freedoms, and the Parliament of Canada has a responsibility to uphold this principle;”
After debate, the question was put on the amendment of Ted Falk and it was negatived, by a show of hands: YEAS: 3; NAYS: 6.
“Whereas suicide prevention is an important public policy goal supported by the Parliament of Canada, in part because suicide is a significant public health issue”

That Bill C-14, in the preamble, be amended by replacing lines 22 and 23 on page 1 with the following:
“competent adults who have a grievous and irremediable medical condition that causes them enduring and intolerable suffering strikes the most appropriate balance be-”

“Whereas the Government of Canada recognizes that in the living conditions of Canadians, there are diverse circumstances and that different groups have unique needs, it commits to working with provinces, territories and civil society to facilitate access to palliative and end-of-life care, care and services for individuals living with Alzheimer and dementia, appropriate mental health supports and services and culturally and spiritually appropriate end-of-life care for Indigenous patients;”
