Minutes of Proceedings
The Committee resumed consideration of the motion of Nathan Cullen, — That the Committee invite the Minister of Democratic Institutions to table a summary of her public consultations with the Committee.
After debate, the question was put on the motion and it was agreed to.
Francis Graves, Réal Lavergne, Kelly Carmichael, Sylviane Lanthier and Ann Decter, by videoconference from Toronto, Ontario, made statements and answered questions.
Scott Reid moved:
That the Committee ask Professor Byron Weber Becker to submit to the Committee the following three projections:
- A mixed-member proportional (MMP) system;
- A single transferable vote (STV) system;
- A Rural-Urban system,
in which, for each projection, the Composite Gallagher Index score is as low as is possible when the following constraints are applied:
- Each projection must maintain the total number of Members for each Province and Territory, unchanged from the number allocated through the 2015 redistribution;
- If any of the projections require a redistribution, the redistribution must be capable of being executed on an expedited basis, and as a result the only method of redistribution employed should be to merge existing ridings in sets of two, three, or more (with the understanding that the specific mergers used in the projections have been selected by Professor Becker based purely on convenience for illustration, and not as recommendations).
After debate, the question was put on the motion and it was agreed to.
