PUBLIC ACCOUNTS RECEIVE 11th STRAIGHT CLEAN AUDIT OPINION

Ottawa, April 28, 2010 -

The federal government deserves credit for receiving an 11th consecutive unqualified audit opinion on its financial statements, according to a report of the Standing Committee on Public Accounts presented to the House of Commons today.

Every fall, the federal government publishes the Public Accounts of Canada, which includes the government’s consolidated financial statements. The Office of the Auditor General of Canada audits the financial statements in accordance with public sector accounting standards and issues an opinion as to whether they are fair and consistent.

In its report, the Public Accounts Committee commended the government and all those who worked on the preparation of the Public Accounts of Canada for receiving a clean (unqualified) audit opinion for the 11th consecutive year. The federal government is a leader internationally in its financial reporting.

The Committee did raise several concerns in its report. Once again, the Committee recommended that the government adopt accrual appropriations. The Committee was also concerned that departments were lapsing a significant proportion of funds for some programs, and that departments may need to strengthen their systems of internal control in order to prevent losses of public money and property due to offences, illegal acts, or accidents. Lastly, the Committee believes the government may wish to find savings in the amount spent by departments on management consulting.
