| M-395 — November 13, 2007 — Mrs. Smith (Kildonan—St. Paul) — That, in the opinion of the House, the government should amend the Canadian Passport Order so that: (a) a competent authority be enabled to make a refusal or cancellation request to the Minister of Foreign Affairs in relation to a person that is suspected on reasonable grounds to either pose a danger to the health or physical safety of other persons or interfere with the rights of a child (whether in Canada or a foreign country) as set out in the Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography; (b) if a competent authority makes a request under this amendment, then the Minister may refuse to issue the person a Canadian passport or revoke the Canadian passport previously granted to the person; and (c) the parameters of a competent authority be established in the Canadian Passport Order. | M-395 — 13 novembre 2007 — Mme Smith (Kildonan—St. Paul) — Que, de l’avis de la Chambre, le gouvernement devrait modifier le Décret sur les passeports canadiens pour : a) qu’une autorité compétente puisse présenter au ministre des Affaires étrangères une demande de refus ou d’annulation à l’égard d’une personne soupçonnée pour des motifs raisonnables de poser un danger pour la santé ou la sécurité physique d’autres personnes ou de porter atteinte aux droits d’un enfant (au Canada ou à l’étranger) aux termes du Protocole facultatif à la Convention relative aux droits de l'enfant, concernant la vente d'enfants, la prostitution des enfants et la pornographie mettant en scène des enfants; b) que le ministre puisse, sur présentation par une autorité compétente d’une demande aux termes de cette modification, refuser d'émettre à cette personne un passeport canadien ou révoquer le passeport qui lui a été émis; c) que les paramètres d’une autorité compétente soient fixés dans le Décret sur les passeports canadiens. |
