40.   Enhanced use of committee of the whole should be considered in the future. We note that in various sections of this report we recommend the adoption of a format similar to committee of the whole, and we believe this will further familiarize Members with the option.

 

 

APPOINTMENT OF THE CLERK OF THE HOUSE OF COMMONS

 

41.The office of the Clerk of the House of Commons is central to the functioning of the chamber. At present, the appointment of the Clerk is made by the Government, through an order in council. While the recent incumbents have been exceptionally qualified individuals, and above reproach, the principle should be established that the House of Commons be involved in the appointment process. The Clerk, who serves the House and all its Members, must have the confidence of the House, and this would be demonstrated by a vote regarding his or her appointment.  (This matter is also dealt with in conjunction with the appointment of other officers of Parliament below.)

 

The Committee recommends that the Clerk of the House of Commons be appointed following consultation with the representatives of the parties in the House of Commons, and that the appointment be subject to a ratification vote by the House.
