MINUTES OF PROCEEDINGS

Meeting No. 59

TUESDAY, JUNE 2nd, 1998

The Standing Committee on Foreign Affairs and International Trade met at 3:37 o’clock p.m., this day, in Room 701of the La Promenade Building, the Vice-Chair, Colleen Beaumier, presiding.

Members of the Committee present: Sarkis Assadourian, Colleen Beaumier, John Cannis, Maud Debien, Bill Graham, Gurmant Grewal, Bob Mills, Julian Reed, Daniel Turp.

 

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz and James Lee, Research Officers.

Witnesses: From the Department of Foreign Affairs and International Trade: Ralph Lysyshyn, Director General, International Security Bureau; Ross Glasgow, Deputy Director, Export Control, Non-Proliferation, Nuclear Section. From the Atomic Energy Control Board: Dr. Kenneth Wagstaff, Head of the Nuclear Non-Proliferation Section, Non-Proliferation, Safeguards and Security Division; Dr. John Hodgkinson, Head, Safeguards Section; Dr. André Guilboud, Nuclear Non-Proliferation Officer. From the International Atomic Energy Agency: Neil Harms, Head, Regional Office (Toronto).

Pursuant to Standing Order 108(2), the Committee continued its study of Canada’s policy on nuclear non-proliferation, arms control and disarmament.

In accordance with the resolution of the Committee of Thursday, February 26, 1998, Gurmant Grewal gave notice of a motion which is as follows:

That pursuant to Standing Order 81(7) and 81(8), the Foreign Affairs and International Trade Committee shall consider and report to the House the expenditure plans and priorities in future fiscal years of the Department of Foreign Affairs with regard to the Canadian International Development Agency (CIDA) and its assistance programs to India and Pakistan in light of the recent nuclear testing performed by both countries.

At 3:42 o’clock p.m., the Chair, Bill Graham, took the Chair.

Ralph Lysyshyn and Neil Harms each made an opening statement and, with the other witnesses, answered questions.

At 5:12 o’clock p.m., the Committee adjourned to the call of the Chair.
