MINUTES OF PROCEEDINGS

Meeting No. 36

THURSDAY, FEBRUARY 26, 1998

The Standing Committee on Foreign Affairs and International Trade and the Standing Committee on National Defence and Veterans Affairs met jointly in camera at 11:15 o’clock a.m., this day, in Room 308 of the West Block, the Chairs, Bill Graham and Robert Bertrand presiding.

Members of the Committee present: Colleen Beaumier, Maud Debien, Bill Graham, Ted McWhinney, Julian Reed, Bob Speller, Daniel Turp.

Members of the Standing Committee on National Defence and Veterans Affairs present: Leon Benoit, Robert Bertrand, Hec Clouthier, John O’Reilly, Pat O'Brien.

Acting Member present: Monique Guay for Pierrette Venne.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee, Gerald Schmitz and Michel Rossignol, Research Officers. From Committees and Legislative Services : Eugene Morawski, Committee Clerk.

Witnesses: From the Department of Foreign Affairs and International Trade: Paul Heinbecker, Assistant Deputy Minister, Global Security Policy; Paul Dingledine, Director General, Middle East and North Africa Bureau. From the Department of National Defence and Veterans Affairs: Rear Admiral Jim A. King, Director General, International Secutirty Policy; Colonel Scott Cameron, Director, Medical Services.

Pursuant to Standing Order 108(2), the Committees convened a briefing session on the situation in Iraq.

Paul Heinbecker and Rear Admiral Jim King each made an made opening statement and, with other witnesses, answered questions.

At 12:20 o’clock p.m., the Committee adjourned to the call of the Chair.
