| In accordance with its Order of Reference of Tuesday, May 13, 2003, your Committee has considered Bill C-33, An Act to implement treaties and administrative arrangements on the international transfer of persons found guilty of criminal offences, and agreed on Wednesday, October 29, 2003, to report it with the following amendment: | Conformément à son Ordre de renvoi du mardi 13 mai 2003, votre Comité a étudié le projet de loi C-33, Loi de mise en oeuvre des traités ou des ententes administratives sur le transfèrement international des personnes reconnues coupables d'infractions criminelles, et a convenu le mercredi 29 octobre 2003, d’en faire rapport avec l'amendement suivant : |

| That Bill C-33, in Clause 10, be amended by replacing lines 4 to 6 on page 5 with the following: | Que le projet de loi C-33, à l'article 10, soit modifié par substitution, à la ligne 6, page 5, de ce qui suit : |
“residence; ( c ) whether the offender has social or family ties in Canada; and ( d ) whether the foreign entity or its prison system presents a serious threat to the offender's security or human rights.” | « familiaux au Canada; d ) l’entité étrangère ou son système carcéral constitue une menace sérieuse pour la sécurité du délinquant ou ses droits de la personne. »
