The Standing Committee on Foreign Affairs and International Development met in a video recorded session at 11:01 a.m. this day, in Room 306, The Valour Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, David Anderson, Lois Brown, Paul Dewar, Peter Goldring, Romeo Saganash and Gary Ralph Schellenberger.

 

Acting Members present: Tarik Brahmi for Hélène Laverdière, Francis Scarpaleggia for Marc Garneau and John Williamson for Hon. Laurie Hawn.

 

In attendance: Library of Parliament: Allison Goody, Analyst; Brian Hermon, Analyst.

 

Witnesses: Department of Foreign Affairs, Trade and Development: Andrew P.W. Bennett, Ambassador, Office of Religious Freedom; Mark Gwozdecky, Director General, Middle East and Maghreb; Leslie Norton, Director General, International Humanitarian Assistance; Donica Pottie, Director, Conflict Policy and Security Coherence Secretariat.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, November 4, 2014, the Committee resumed its study of Canada's Response to the Violence, Religious Persecution and Dislocation Caused by the Islamic State of Iraq and the Levant (ISIL).
 

Mark Gwozdecky made a statement and, with the other witnesses, answered questions.

 

At 12:30 p.m., the sitting was suspended.

At 12:36 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, pursuant to Standing Order 108(1)(a) and 108(2), the Committee meet jointly on Thursday, January 29, 2015, in a televised meeting, with the Standing Committee on National Defence to hear the Minister of National Defence and the Minister of Foreign Affairs in relation to Canada's engagement in Iraq;

That, during the joint meeting of the Standing Committee on National Defence and the Standing Committee on Foreign Affairs and International Development, the ministers be each given ten (10) minutes to make an opening statement;

That the Minister of National Defence and the Minister of Foreign Affairs appear in the order aforementioned;

That, during the questioning of witnesses, there shall be seven (7) minutes allocated for the first round of questioning and thereafter five (5) minutes shall be allocated to each questioner in the second round and subsequent rounds of questioning;

That the order of questions for the first round of questioning shall be as follows: Conservative, NDP, Conservative, Liberal;

That questioning during the second round shall alternate between the Government members and Opposition members in the following fashion: Conservative, NDP, Conservative, NDP, Conservative, NDP, Conservative, based on the principle that each committee member should have a full opportunity to question the witnesses;

That, if time permits, questioning during the third round shall alternate between the Government members and Opposition members in the following fashion: NDP, Conservative, Liberal; and that, if time permits, further rounds shall repeat the pattern of the first two at the discretion of the Chair.

 

It was agreed, — That the evidence and documentation received by the Committee during the joint meeting of Thursday, January 29, 2015 be taken into consideration by the Committee in its study of Canada's Response to the Violence, Religious Persecution and Dislocation Caused by the Islamic State of Iraq and the Levant (ISIL).

 

At 12:45 p.m., the Committee adjourned to the call of the Chair.
