The Standing Committee on Finance met in camera at 3:30 p.m. this day, in Room 268, The Valour Building, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Mark Adler, Mike Allen, Guy Caron, Nathan Cullen, Gerald Keddy, James Rajotte, Murray Rankin, Andrew Saxton and Dave Van Kesteren.

 

Acting Members present: Arnold Chan for Hon. Scott Brison, Irene Mathyssen for Nathan Cullen and Ève Péclet for Guy Caron.

 

In attendance: Library of Parliament: Mark Mahabir, Analyst.

 

Witnesses: Library of Parliament: Jean-Denis Fréchette, Parliamentary Budget Officer; Mostafa Askari, Assistant Parliamentary Budget Officer, Economic and Fiscal Analysis; Scott Cameron, Economic Advisor, Analyst, Economic and Fiscal Analysis; Helen Lao, Economic Analyst, Economic and Fiscal Analysis.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 3:52 p.m., the sitting was suspended.

At 3:52 p.m., the sitting resumed in public.

 

Andrew Saxton moved, — That, when and if Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, is referred to the Committee:

(a) the Chair of the Committee write, as promptly as possible, to the Chairs of the following Standing Committees inviting those Standing Committees to consider the subject-matter of the following provisions of the Bill:

(i) the Standing Committee on Industry, Science and Technology, clauses 102 to 142, 174 to 182, and 186 to 223;

(ii) the Standing Committee on Public Safety and National Security, clauses 232 to 249;

(iii) the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities, clauses 252, and 306 to 314;

(iv) the Standing Committee on Natural Resources, clauses 376 to 381;

(v) the Standing Committee on Citizenship and Immigration, clauses 172, 173, 183, and 184;

(b) each of the Standing Committees, listed in paragraph (a), be requested to convey recommendations, including any suggested amendments, in both official languages, in relation to the provisions considered by them, in a letter to the Chair of this Committee, in both official languages, no later than 5 p.m. on Friday, November 21, 2014;

(c) any amendments suggested pursuant to paragraph (b) shall be deemed to be proposed during the clause-by-clause consideration of the Bill, provided that the members of this Committee may propose amendments notwithstanding the recommendations received pursuant to paragraph (b);

(d) the Committee shall proceed to clause-by-clause consideration of the Bill no later than Thursday, November 27, 2014, provided that the Chair may limit debate on each clause to a maximum of five minutes per party, per clause;

(e) amendments to the Bill, other than the amendments deemed to be proposed pursuant to paragraph (b), be submitted, notwithstanding the order adopted by the Committee on October 29, 2013, to the Clerk of the Committee before 5 p.m. on Monday, November 24, 2014, and distributed to members in both official languages; and

(f) if the Committee has not completed the clause-by-clause consideration of the Bill by 11:00 p.m. on Thursday, November 27, 2014, all remaining amendments submitted to the Committee shall be deemed moved, the Chair shall put the question, forthwith and successively, without further debate on all remaining clauses and amendments submitted to the Committee, as well as each and every question necessary to dispose of clause-by-clause consideration of the Bill, as well as all questions necessary to report the Bill to the House and to order the Chair to report the Bill to the House as early as possible.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, October 24, 2013, the Committee resumed its study of economic and fiscal outlook.
 

Jean-Denis Fréchette made a statement and, with Mostafa Askari, Scott Cameron and Helen Lao, answered questions.

 

At 5:20 p.m., the Committee adjourned to the call of the Chair.
