The Standing Committee on Procedure and House Affairs met in a televised session at 11:00 a.m. this day, in Room 253-D, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Brad Butt, Nathan Cullen, Kevin Lamoureux, Tom Lukiwski, Dave MacKenzie, Joe Preston, Scott Reid, Blake Richards, Craig Scott and Nycole Turmel.

 

Acting Members present: David Christopherson for Alexandrine Latendresse and Jeff Watson for Ted Opitz.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Michel Bédard, Analyst.

 

Witnesses: Elections Canada: Marc Mayrand, Chief Electoral Officer; Stéphane Perrault, Deputy Chief Electoral Officer, Legal Services, Compliance and Investigations.

 
Pursuant to the Order of Reference of Thursday, October 17, 2013, the Committee commenced consideration of the question of privilege related to Elections Canada and the Member for Selkirk-Interlake.
 

Marc Mayrand made a statement and answered questions.

 

David Christopherson moved, — That Richard Fujarczuk, Law Clerk and Parliamentary Counsel of the House of Commons, be invited to appear before the Committee in relation to the study of the question of privilege related to Elections Canada and the Member for Selkirk-Interlake.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Nycole Turmel moved, — That the Committee recommend to the House of Commons that it replace the current practice of having the Speaker recognize a Member to lead the House in singing the national anthem, and recommend that a rotating schedule of school choirs, both locally and from across Canada as available, be invited to sing the national anthem at the beginning of each Wednesday sitting.

Debate arose thereon.

 

Tom Lukiwski moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 3.

 

At 12:08 p.m., the sitting was suspended.

At 12:09 p.m., the sitting resumed in camera.

 

It was agreed, — That the Members of the Committee submit their lists of witnesses to the clerk of the Committee, in relation to the study of the question of privilege related to Elections Canada and the Member for Selkirk—Interlake, no later than Wednesday, January 15, 2014, and that the Committee allow Members of the Committee to add further witnesses at a later date, if necessary.

 

At 12:21 p.m., the sitting was suspended.

At 12:22 p.m., the sitting resumed in public.

 

The Committee resumed consideration of the motion of Nycole Turmel.

 

The debate continued.

 

It was agreed, — That the debate be now adjourned.

 

It was agreed, — That the Committee communicate with the Speaker of the House of Commons to ask his advice on the logistical implications of adopting the motion moved by Nycole Turmel in relation to the National Anthem.

 

At 12:32 p.m., the Committee adjourned to the call of the Chair.
