The Legislative Committee on Bill C-32 met in a televised session at 11:02 a.m. this day, in Room 237-C, Centre Block, the Acting Chair, the Hon. Maxime Bernier, presiding.

Members of the Committee present: Charlie Angus, Hon. Maxime Bernier, Peter Braid, Serge Cardin, Dean Del Mastro, Ed Fast, Marc Garneau, Mike Lake, Carole Lavallée, Hon. Dan McTeague, John Rafferty and Pablo Rodriguez.

In attendance: Library of Parliament: Dara Lithwick, Analyst ; Maxime-Olivier Thibodeau, Analyst.

Witnesses: British Columbia Association of Broadcasters: Brad Phillips, President, Vice-President of British Columbia Operations, Astral Radio. Canadian Association of Broadcasters: Sylvie Courtemanche, Chair; Gabriel Van Loon, Lawyer. Newcap Radio Inc.: Mike Keller, Vice-President, Industry Affairs. As an individual: Guy Banville, Radio Consultant. Larche Communications Inc.: Paul Larche, President. Haliburton Broadcasting Group Inc.: Ross Davies, Vice-President, Programming and Operations.

Maxime Bernier announced his designation as Acting Chair for this meeting, pursuant to Standing Order 113(4), by Gordon Brown, Chair of the Committee.

Pursuant to the Order of Reference of Friday, November 5, 2010, the Committee resumed consideration of Bill C-32, An Act to amend the Copyright Act.

Sylvie Courtemanche, Mike Keller and Brad Phillips made statements and, with Gabriel Van Loon, answered questions.

At 11:59 a.m., the sitting was suspended.

At 12:05 p.m., the sitting resumed.

Guy Banville, Ross Davies and Paul Larche made statements and answered questions.

At 1:03 p.m., the Committee adjourned to the call of the Chair.
