Private Members' Business

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The order was read for the second reading and reference to the Standing Committee on Agriculture and Agri-Food of Bill C-275, An Act to amend the Health of Animals Act (biosecurity on farms).

Mr. Barlow (Foothills), seconded by Mr. Vis (Mission—Matsqui—Fraser Canyon), moved, — That the bill be now read a second time and referred to the Standing Committee on Agriculture and Agri-Food.

Debate arose thereon.

Pursuant to Standing Order 93(1), the order was dropped to the bottom of the order of precedence on the Order Paper.

Government Orders

Notice having been given at a previous sitting under the provisions of Standing Order 78(3), Mr. Wilkinson (Minister of Natural Resources), seconded by Ms. Jaczek (Minister of Public Services and Procurement), moved, — That, in relation to Bill C-47, An Act to implement certain provisions of the budget tabled in Parliament on March 28, 2023, not more than one further sitting day shall be allotted to the consideration at second reading stage of the bill; and

That, 15 minutes before the expiry of the time provided for Government Orders on the day allotted to the consideration at second reading stage of the said bill, any proceedings before the House shall be interrupted, if required for the purpose of this order, and, in turn, every question necessary for the disposal of the said stage of the bill shall be put forthwith and successively, without further debate or amendment.

Pursuant to Standing Order 67.1, the House proceeded to the question period regarding the moving of the time allocation motion.

And of the amendment of Mr. Deltell (Louis-Saint-Laurent), seconded by Mr. Perkins (South Shore—St. Margarets), — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“the House decline to give second reading to Bill C-47, An Act to implement certain provisions of the budget tabled in Parliament on March 28, 2023, since the bill fails to end inflationary deficits, high taxes, and the war on work, measures that would allow Canadians to bring home powerful paycheques, lower prices, and affordable homes.”.
