Pursuant to Standing Order 108(3) and the motion adopted by the committee on Tuesday, May 28, 2024, the committee commenced its study of documents requested by the Commissioner of the Public Inquiry Into Foreign Interference in Federal Electoral Processes.

The Minister made a statement and, with Nathalie G. Drouin, answered questions.

Pursuant to the order of reference of Thursday, May 9, 2024, the committee resumed consideration of the question of privilege related to cyber attacks targeting members of Parliament.

Nathalie G. Drouin made a statement and, with Caroline Xavier, answered questions.

The committee proceeded to the consideration of matters related to committee business.

Motion

Michael Cooper moved, — That, given the large workload the committee is managing, the committee instruct the Chair to schedule five meetings between Monday, July 8, 2024, and Friday, September 13, 2024, to address the report of the National Security and Intelligence Committee of Parliamentarians titled Special Report on Foreign Interference in Canada’s Democratic Processes and Institutions, tabled in Parliament on Monday, June 3, 2024, and to continue the committee’s ongoing work on foreign election interference.

Motion

Lindsay Mathyssen moved, — That, given the recent findings of the National Security and Intelligence Committee of Parliamentarians Special Report on Foreign Interference in Canada’s Democratic Processes and Institutions, the committee order the production of all relevant memoranda, briefing notes, e-mails, records of conversations, and any other relevant documents from department and agencies, including the Canadian Security Intelligence Service and Communications Security Establishment Canada, concerning interactions with Conservative Party of Canada officials and representatives on the topic of foreign interference; and its impact on the outcome of the 2020 and 2022 leadership races, provided that:

(i) both agencies tasked with gathering these documents apply redactions according to the Access to Information and Privacy Act;

(ii) these redacted documents be deposited as soon as possible, but not later than Sunday, June 23, 2024, with the clerk of the committee to be distributed to all members of the committee in both official languages.

The committee resumed consideration of the motion of Lindsay Mathyssen moved on Thursday, June 20, 2024 which read as follows:

Given the recent findings of the NSICOP Special Report on Foreign Interference in Canada’s Democratic Processes and Institutions, the Standing Committee on Procedure and House Affairs order the production of all relevant memoranda, briefing notes, e-mails, records of conversations, and any other relevant documents from department and agencies, including the Canadian Security Intelligence Service and Communications Security Establishment Canada, concerning interactions with Conservative Party of Canada officials and representatives on the topic of foreign interference; and its impact on the outcome of the 2020 and 2022 leadership races, provided that:

(i) both agencies tasked with gathering these documents apply redactions according to the Access to Information and Privacy Act;

Ryan Turnbull moved, — That the motion be amended by replacing the words “two hours” with the words “one hour”, by deleting the words “within 14 days of the adoption of this motion” and by adding after the words “his mandate” the following: “as part of the study of Bill C-65, An Act to amend the Canada Elections Act”.

It was agreed, — That the committee invite the Conflict of Interest and Ethics Commissioner in relation to his proposed changes to the forms and procedural and interpretative guidelines for one hour on Tuesday, September 24, 2024.

It was agreed, — That the committee hear testimony from witnesses in relation to the question of privilege related to cyber attacks targeting Members of Parliament during the first hour on Thursday, September 26, 2024 and that the members submit their suggested witnesses to the clerk no later than on Friday, September 20, 2024 at 12 p.m.

It was agreed, — That the committee discuss planning of future business during the second hour on Thursday, September 26, 2024.
