Pursuant to Order made Monday, February 26, 2018, the House proceeded to the taking of the deferred recorded division on the motion of Ms. Benson (Saskatoon West), seconded by Ms. Malcolmson (Nanaimo—Ladysmith), — That a special committee be appointed to conduct hearings on the matter of homelessness and to propose a national plan to prevent and end homelessness; that this Committee consist of ten members of which six shall be from the government party, three from the Official Opposition, and one from the New Democratic Party, provided that the Chair is from the government party; that in addition to the Chair, there be one Vice-Chair from each of the recognized opposition parties; that the Committee have all the powers of a standing committee as provided in the Standing Orders; that the members to serve on the said Committee be appointed by the Whip of each party by depositing with the Clerk of the House a list of his or her party’s members of the Committee no later than a week after the adoption of the said motion; that the quorum of the Committee be as provided for in Standing Order 118, provided that at least one member of each recognized party be present; that membership substitutions be permitted from time to time, if required, in the manner provided for in Standing Order 114(2); and that the Committee report to the House no later than 12 months after the adoption of this motion. Business of Supply

Pursuant to Order made Monday, February 26, 2018, the House proceeded to the taking of the deferred recorded division on the motion of Ms. Trudel (Jonquière), seconded by Mr. Julian (New Westminster—Burnaby), — That, in the opinion of the House, the government committed a gross error in judgement when it operationalized the previous Conservative government’s Phoenix pay system over the clear objections of both the affected unions and departmental staff, and that the House call on the government to: (a) pay all employees correctly and on time, every time, for the work they do; (b) exempt those who have been overpaid by Phoenix from having to pay back the ‘gross’ amount, despite actually receiving a substantially lower ‘net’ amount; (c) compensate those in the public service who have experienced damages from Phoenix, both financial and otherwise; and (d) publicly apologize to all of those who have endured hardship as a result of the government's error.

Ways and Means

The House resumed the adjourned debate on the motion of Mr. Morneau (Minister of Finance), seconded by Mr. Brison (President of the Treasury Board), — That the House approve in general the budgetary policy of the government. (Ways and Means No. 19)

The debate continued.

Mr. Scheer (Regina—Qu'Appelle), seconded by Ms. Bergen (Portage—Lisgar), moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“the House reject the government's budget statement because it fails middle class Canadians, women, and business operators by:
(a) raising taxes on over 90% of Canadian middle-class families;
(b) announcing new tax hikes on local businesses;
(c) borrowing an additional $18 billion;
(d) jeopardizing our future generations by choosing not to balance the budget by 2019; and
(e) spending so much to achieve so little.”.

Debate arose thereon.

Mr. Caron (Rimouski-Neigette—Témiscouata—Les Basques), seconded by Mr. Julian (New Westminster—Burnaby), moved the following subamendment, — That the amendment be amended by deleting all the words after the words “because it” and substituting the following:

“(a) does not adequately address tax havens and tax loopholes that benefit the rich;
(b) does not provide any funding for the immediate establishment of a universal pharmacare system;
(c) does not immediately address the nationwide housing crisis; and
(d) does not provide the necessary funding to eliminate long-term boil water advisories and upgrade water and wastewater infrastructure in Indigenous communities by 2020.”.

Debate arose thereon.

Private Members' Business

At 5:49 p.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill S-210, An Act to amend An Act to amend the Immigration and Refugee Protection Act, the Civil Marriage Act and the Criminal Code and to make consequential amendments to other Acts.
