The Standing Committee on Transport, Infrastructure and Communities met at 8:46 a.m. this day, in Room 8-53, 131 Queen Street, the Chair, Larry Miller, presiding.

Members of the Committee present: Peter Braid, Ed Komarnicki, Hoang Mai, David J. McGuinty, Larry Miller, Mike Sullivan, Lawrence Toet, Jeff Watson and Wai Young.

Acting Members present: Robert Chisholm for Olivia Chow.

In attendance: Library of Parliament: Alexandre Lavoie, Analyst ; Allison Padova, Analyst.

Witnesses: Department of Transport: Dave Dawson, Director, Airports and Air Navigation Services Policy; Sylvain Lachance, Acting Director General , Marine Safety and Security; Tim Meisner, Director General, Marine Policy; April Nakatsu, Director General, Crown Corporation Governance; François Marier, Manager, International Marine Policy and Liability; Sean Payne, Manager, Environmental Response Systems.

Pursuant to the Order of Reference of December 10, 2013, the Committee commenced consideration of Bill C-3, An Act to enact the Aviation Industry Indemnity Act, to amend the Aeronautics Act, the Canada Marine Act, the Marine Liability Act and the Canada Shipping Act, 2001 and to make consequential amendments to other Acts.

Dave Dawson, April Nakatsu, Tim Meisner and Sylvain Lachance made statements and, with François Marier and Sean Payne, answered questions.

At 10:48 a.m., the Committee adjourned to the call of the Chair.
