The Standing Committee on Public Safety and National Security met at 8:46 a.m. this day, in Room 228 The Valour Building, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Rosane Doré Lefebvre, Hon. Wayne Easter, Ted Falk, Roxanne James, Daryl Kramp, Rick Norlock and LaVar Payne.

 

Acting Members present: Alex Atamanenko for Randall Garrison, Ed Komarnicki for Hon. Diane Ablonczy, Élaine Michaud for Jean Rousseau and David Wilks for Hon. Diane Ablonczy.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst.

 

Witnesses: Ontario Federation of Anglers and Hunters: Greg Farrant, Manager, Government Affairs and Policy. Concerned Gun Owners of Alberta: Todd Brown. Canadian Paediatric Society: Katherine Austin. Canadian Shooting Sports Association: Tony Bernardo, Executive Director.

 
Pursuant to the Order of Reference of Wednesday, May 6, 2015, the Committee resumed consideration of Bill C-637, An Act to amend the Criminal Code (firearms storage and transportation).
 

Greg Farrant, by teleconference from Winfield, Alberta, and Todd Brown made statements and answered questions.

 

At 9:46 a.m., the sitting was suspended.

At 9:54 a.m., the sitting resumed.

 

Tony Bernardo, by videoconference from Markham, Ontario, and Dr. Katherine Austin made statements and answered questions.

 

At 10:35 a.m., the sitting was suspended.

At 10:37 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee Business.
 

It was agreed, — That the Standing of Committee on Public Safety and National Security study the subject matter of portions of Bill C-59, An Act to implement certain provisions of the budget tabled in Parliament on April 21, 2015 and other measures, if and when it is referred to the Committee by the Standing Committee on Finance; that the Committee begin its study on May 26, 2015, with appearances from departmental officials as witnesses for two (2) hours, with the first hour of study being on Division 2 of Part 3, and with the second hour of study being on Division 10 of Part 3; that the Committee hold a second meeting of witness testimony on May 28, 2015, with up to three (3) witnesses to appear in the first hour in relation to Division 2 of Part 3, and up to three (3) witnesses to appear in the second hour in relation to Division 10 of Part 3; and, that the Chair be authorized to convey recommendations, including any suggested amendments, in both official languages, in relation to the provisions considered, in a letter to the Chair of the Standing Committee on Finance, in both official languages, no later than 9 a.m. on Tuesday, June 2, 2015; and that members submit lists of requested witnesses to the Clerk of the Committee by Wednesday, May 20, 2015.

 

It was agreed, — That, notwithstanding the motion adopted by the Committee on Thursday, May 7, 2015, the Committee proceed to clause by clause study of Bill C-637, An Act to amend the Criminal Code (firearms storage and transportation), on Tuesday, June 2, 2015.

 

At 10:48 a.m., the Committee adjourned to the call of the Chair.
