The Standing Committee on Public Safety and National Security met in camera at 8:45 a.m. this day, in Room 253-D, Centre Block, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Hon. Diane Ablonczy, Rosane Doré Lefebvre, Ted Falk, Randall Garrison, Roxanne James, Daryl Kramp, Rick Norlock, LaVar Payne and Jean Rousseau.

 

Acting Members present: Sean Casey for Hon. Wayne Easter, Jack Harris for Randall Garrison, Ted Hsu for Hon. Wayne Easter, Jinny Jogindera Sims for Jean Rousseau, Adam Vaughan for Hon. Wayne Easter and David Wilks for Ted Falk.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst. House of Commons: Andrew Lauzon, Procedural Clerk; Marie-France Renaud, Procedural Clerk.

 
The Committee proceeded to the consideration of matters related to Committee Business.
 

It was agreed, — That the Committee proceed to sit in public.

 

At 8:45 a.m., the sitting was suspended.

At 8:46 a.m., the sitting resumed in public.

 

The Committee resumed consideration of the motion of Roxanne James, — That the Standing Committee on Public Safety and National Security begin its study of Bill C-51 at 8:45 a.m. on Tuesday, March 10, 2015, and that the Minister of Public Safety and Emergency Preparedness, the Minister of Justice and Attorney General of Canada, and appropriate departmental officials from each be invited to appear for a full two (2) hours;

That the Committee have a further three (3) meetings with witnesses on the Bill, with up to two (2) panels and three (3) witnesses per panel;

That the Committee shall proceed to clause-by-clause consideration of the Bill no later than March 31, 2015 at 8:45a.m.; that proposed witness lists be submitted to the Clerk of the Committee by Thursday, February 26, 2015, at 6:00 p.m.; and

That all amendments to the Bill be submitted to the Clerk of the Committee before 9:00 a.m. on Friday, March 27, 2015, and be distributed to members in both official languages.

 

And of the amendment of Randall Garrison, — That the motion be amended by replacing in the second paragraph the words “a further three (3) meetings” with the words “a further twenty-five (25) meetings” and the words “three (3) witnesses per panel” by the words “two (2) witnesses per panel”.

The debate continued.

 

Roxanne James moved, — That the amendment be amended by replacing the words “a further twenty-five (25) meetings” with the words “a further eight (8) meetings” and the words “two (2) witnesses per panel” with the words “three (3) witnesses per panel”.

Debate arose thereon.

 

It was agreed, — That the meeting be televised.

 

At 10:52 a.m., the sitting was suspended.

At 11:46 a.m., the sitting resumed in a televised session.

 

It was agreed, — That the sitting be suspended during Question Period today.

 

The Committee resumed consideration of the subamendment of Roxanne James.

The debate continued.

 

At 1:50 p.m., pursuant to the motion adopted earlier today the sitting was suspended.

At 3:21 p.m., the sitting resumed.

 

The Committee resumed consideration of the subamendment of Roxanne James.

The debate continued.

 

A point of order was raised regarding repetition, and Rick Norlock requested that the Chair decide to put the question on the subamendment, the amendment, and the main motion under consideration.

 

RULING BY THE CHAIR

The Chair ruled that he would not put the question until the speakers’ list had been exhausted, as the number of times of speaking and length of speeches are not limited in a standing committee.

 

Whereupon, Rick Norlock appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division: YEAS: Rosane Doré Lefebvre, Jack Harris, Ted Hsu, Jean Rousseau — 4; NAYS: Diane Ablonczy, Roxanne James, Rick Norlock, LaVar Payne, David Wilks — 5.

 

The question was put on the subamendment of Roxanne James and it was agreed to on the following recorded division: YEAS: Diane Ablonczy, Roxanne James, Rick Norlock, LaVar Payne, David Wilks — 5; NAYS: Rosane Doré Lefebvre, Jack Harris, Ted Hsu, Jean Rousseau — 4.

 

The question was put on the amendment of Randall Garrison, as amended, and it was agreed to on the following recorded division: YEAS: Diane Ablonczy, Ted Hsu, Roxanne James, Rick Norlock, LaVar Payne, David Wilks — 6; NAYS: Rosane Doré Lefebvre, Jack Harris, Jean Rousseau — 3.

 

The question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: Diane Ablonczy, Roxanne James, Rick Norlock, LaVar Payne, David Wilks — 5; NAYS: Rosane Doré Lefebvre, Jack Harris, Ted Hsu, Jean Rousseau — 4.

 

The motion, as amended, read as follows:

That the Standing Committee on Public Safety and National Security begin its study of Bill C-51 at 8:45 a.m. on Tuesday, March 10, 2015, and that the Minister of Public Safety and Emergency Preparedness, the Minister of Justice and Attorney General of Canada, and appropriate departmental officials from each be invited to appear for a full two (2) hours;
