The Standing Committee on Public Safety and National Security met at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, Daryl Kramp, presiding.

 

Members of the Committee present: Rosane Doré Lefebvre, Hon. Wayne Easter, Randall Garrison, Roxanne James, Daryl Kramp, Larry Maguire, Rick Norlock, LaVar Payne, Blake Richards and Jean Rousseau.

 

Associate Members present: David Sweet.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst.

 

Witnesses: Association québécoise Plaidoyer-Victimes: Arlène Gaudreault, President. John Howard Society of Canada: Catherine Latimer, Executive Director. As an individual: Mona Lee. Toronto Police Association: Mike McCormack, President. As an individual: Terri Prioriello Armour. Ottawa Victim Services: Steve Sullivan, Executive Director.

 
Pursuant to the Order of Reference of Tuesday, December 10, 2013, the Committee resumed consideration of Bill C-479, An Act to amend the Corrections and Conditional Release Act (fairness for victims).
 

On motion of Randall Garrison, it was agreed, — That, in relation to Bill C-479, An Act to amend the Corrections and Conditional Release Act (fairness for victims), correspondence between the Clerk of the Committee and the Parole Board of Canada be distributed to the members of the Committee.

 

On motion of Wayne Easter, it was agreed, — That the Committee proceed to sit in camera.

 

At 3:32 p.m., the sitting was suspended.

At 3:33 p.m., the sitting resumed in camera.

 

It was agreed, — That the meeting be televised.

 

At 3:36 p.m., the sitting was suspended.

At 3:41 p.m., the sitting resumed in a televised session.

 

By unanimous consent, it was agreed, — That a budget in the amount of $3,700, for the study of Bill C-479, An Act to amend the Corrections and Conditional Release Act (fairness for victims), be adopted.

 

Mona Lee, Arlène Gaudreault and Mike McCormack made statements and answered questions.

 

At 4:36 p.m., the sitting was suspended.

At 4:39 p.m., the sitting resumed.

 

At 4:48 p.m., Randall Garrison took the Chair.

 

At 4:51 p.m., Daryl Kramp took the Chair.

 

At 5:27 p.m., the sitting was suspended.

At 5:27 p.m., the sitting resumed.

 

By unanimous consent, it was agreed, — That Terri Prioriello Armour be allowed to make her opening statement beyond the ten minute allowance notwithstanding the motion adopted by the Committee on Tuesday, October 29, 2013.

 

At 5:27 p.m., the Committee adjourned to the call of the Chair.
