The Standing Committee on Procedure and House Affairs met at 11:01 a.m. this day, in Room 306, The Valour Building, the Chair, Joe Preston, presiding.

 

Members of the Committee present: David Christopherson, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Ted Opitz, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

 

Acting Members present: Pierre-Luc Dusseault for Craig Scott and Scott Simms for Kevin Lamoureux.

 

Associate Members present: Pierre-Luc Dusseault.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Martha Butler, Analyst.

 

Witnesses: Embassy of France: H.E. Nicolas Marcel Jacques Chapuis, Ambassador of France to Canada; Ilde Gorguet-Comba, First Secretary. Leadnow.ca: Jamie Biggar, Campaigns Director. As individuals: Gillian Frank, Lecturer, Department of Religion and Visiting Fellow, Center for the Study of Religion; Henry Milner, Visiting Researcher, Department of Political Science, Université de Montréal. British Columbia Civil Liberties Association: Josh Paterson, Executive Director.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

David Christopherson moved, — That, pursuant to Standing Orders 110 and 111 and the Order of Council of Friday, May 29, 2015, the Committee invite the new Speaker of the Senate to appear before the Committee.

 

It was agreed, — That the debate be now adjourned until Thursday, June 4, 2015.

 
Pursuant to the Order of Reference of Monday, May 4, 2015, the Committee resumed consideration of Bill C-50, An Act to amend the Canada Elections Act.
 

Gillian Frank and H.E. Nicolas Chapuis made statements and answered questions.

 

At 11:39 a.m., Alexandrine Latendresse took the Chair.

 

At 11:54 a.m., the sitting was suspended.

At 12:02 p.m., the sitting resumed.

 

Josh Paterson, Jamie Biggar and Henry Milner made statements and answered questions.

 

At 12:55 p.m., the Committee adjourned to the call of the Chair.
