The Standing Committee on Procedure and House Affairs met in a televised session at 11:00 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, Joe Preston, presiding.

 

Members of the Committee present: David Christopherson, Kevin Lamoureux, Alexandrine Latendresse, Tom Lukiwski, Ted Opitz, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

 

Acting Members present: Dave MacKenzie for Scott Reid and LaVar Payne for Brad Butt.

 

Other Members present: Elizabeth May and Brent Rathgeber.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Erin Virgint, Research Assistant.

 

Witnesses: Hon. Laurie Hawn, P.C., M.P., Edmonton Centre. As an individual: Bill Casey, Former Member of Parliament. Apathy is Boring: Youri Cormier, Executive Director. Fédération étudiante collégiale du Québec: Éliane Laberge, President. Leadnow.ca: Adam Shedletzky, Co-Founder.

 
Pursuant to the Order of Reference of Monday, February 10, 2014, the Committee resumed consideration of Bill C-23, An Act to amend the Canada Elections Act and other Acts and to make consequential amendments to certain Acts.
 

Bill Casey and Hon. Laurie Hawn made statements and answered questions.

 

At 11:53 a.m., the sitting was suspended.

At 12:02 p.m., the sitting resumed.

 

Adam Shedletsky, Éliane Laberge and Youri Cormier made statements and answered questions.

 

At 12:55 p.m., the sitting was suspended.

The Committee proceeded to the consideration of matters related to Committee business.
 

Alexandrine Latendresse moved, — That the Committee, in conjunction with the current study of Bill C-23, An Act to amend the Canada Elections Act and other Acts and to make consequential amendments to certain Acts, request that the Library of Parliament create a summary of the evidence presented to the Committee on this Bill, and that this summary not include any recommendations to the Committee on how to proceed with the legislation, and that this summary be presented to the Committee on or before Tuesday, April 29, 2014, and that this summary of the evidence be subsequently presented as a report by this Committee to the House of Commons.

Debate arose thereon.

 

At 1:01 p.m., the Committee adjourned to the call of the Chair.
